CAPACITY BUILDING FOR SEND GHANA STAFF ON GENDER, HUMAN RIGHTS, AND HIV/AIDS IN GHANA.
Summary of Services Required
SEND GHANA is looking for a consultant to help develop its staff’s capacity in gender, human rights, and HIV/AIDS. The ultimate goal of this assignment is for students to enhance their skills in dealing with people living with HIV/AIDS, tuberculosis patients (TB), and key populations (KP) in order to minimize stigma and discrimination while also improving the quality of health services and treatment they get.
Background
SEND GHANA is doing USAID-funded HIV Community-Led Monitoring (CLM). The project is part of PEPFAR. HIV-affected populations receive continuous, high-quality, person-centered care, and HIV response measures should be independent, routine, community-led monitoring activities to improve service accessibility and quality, according to PEPFAR’s FY23 Regional Operational Plan (ROP22) advice.
The CLM Activity seeks to improve HIV services, institutionalize fairness and responsiveness to HIV/AIDS and tuberculosis patients, and increase community transparency and accountability.
The national HIV prevalence rate for 15-49-year-olds is 1.66%. In Western North (1.94%) and Ahafo Region (1.68%), HIV prevalence among adults is higher than the national rate. The feminization of Ghana’s HIV/AIDS epidemic is especially worrisome. In the 357,696 PLHIV population, 67.63% are women and 32.94% are men. SEND Ghana will teach staff to integrate gender, human rights, and HIV/AIDS programming.
Objectives of the Assignment
The specific goal is to strengthen SEND Staff’s analytical capacity in order to implement gender and human rights responsiveness advocacy strategies that will empower people living with HIV and tuberculosis, as well as their societal allies, to resist stigma and discrimination and demand better quality health care and services.
Scope of work
The assignment’s scope is to build analytical capabilities of SEND staff to be able to: a) conduct gender analysis of HIV/AIDS incidence and service delivery and use the insights gained to develop gender responsive strategies, b) acquire skills to identify and analyze the different forms of stigma and discrimination against PLHIV, KPs, and TB patients, and c) equip with skills to develop appropriate advocacy strategies to support PLHIV, KPs, and TB patients to
Methodology
The consultant is required to employ a participative approach to organize and implement this two-day program. The workshop methodology should be detailed in the expression of interest letter.
Deliverables of the Consultant
- Hold a meeting with the SEND team to review the CLM activities and discuss the Terms of Reference (TOR).
- The initial report outlines the methods, approach, scope, and work plan/timelines required to complete the job.
- Prepare training materials, tools, and guidelines for SEND’s review and feedback.
- Deliver a 2-day training workshop for 20 attendees.
- Prepare a draft report and submit it for review and comments.
- Final, thorough report on the full process.
- Duration: Five (5) days from engagement.
Coordination and Management of Consulting
The consultancy will be overseen by the Chief of Party for the CLM Project.
Required Skill or Experience
- Advanced degree in social sciences, gender studies, public health, or a similar discipline.
- Demonstrated expertise producing and delivering training materials and resources on PLHIV, KPs, and TB.
- Knowledge of HIV-related gender and human rights issues in Ghana.
- Excellent interpersonal and communication abilities.
- Ability to collaborate with a variety of parties.
- Proven track record of completing high-quality projects on schedule and under budget.
- Experience working with USAID partners in gender and human rights, as well as being a woman and disabled applicant, will be an added bonus.
