Tetra Tech ARD is the main implementing partner of the West Africa Biodiversity and Low Emission Development (WABiLED) Task Order under the Strengthening Tenure and Resource Rights (STARR II) IDIQ. WABiLED is a four-year program (July 1021-July 2025) funded by the United States Agency for International Development (USAID). Tetra Tech ARD is joined by five subcontractors to implement WABiLED: Born Free USA, TRAFFIC, re:wild, Dalberg Associates, and Winrock International.
WABiLED has 3 core objectives: combat wildlife trafficking and enhance great ape conservation; reduce deforestation, forest degradation, and biodiversity loss in key transboundary forest landscapes; and reduce greenhouse gas emissions and increasing carbon sequestration from land use.

Background
To achieve these ambitious objectives, WABiLED will: work with local, national, and regional partners to strengthen the capacity of diverse networks and institutions to enforce and prosecute wildlife trafficking laws; implement regional and transboundary management plans in high biodiversity forest landscapes in Guinea, Liberia, Cote d’Ivoire, and Sierra Leone; and improve capacity for economic planning and development of low emissions development strategies to reduce West Africa’s greenhouse gas emissions thus contributing to national and global climate commitments.

Job Summary
The Green Enterprise Specialist (GES) will serve as the focal point for forest-based and other livelihood enhancing activities living adjacent to protected areas that will maximize conservation benefits, increase incomes and reduce incentives to degrade forests, including fauna and flora. S/he will report to Tetra Tech’s Biodiversity Conservation Specialist who will collaborate closely with the WABiLED technical team, including the Private Sector Enterprise (PSE) Specialist, subcontractors, and other relevant partners to provide support. As a core member of the technical team, the Green Enterprise Specialist will provide technical support to program implementation and ensure that livelihood considerations are adequately integrated into the WABiLED Annual Work Plan (AWP) and activities.
Specifically, s/he will work with communities, grantees, and government and non-government stakeholders to identify opportunities and develop sustainable green enterprises that generate income and support the sustainable management of forests for timber and non-timber forest products (NTFPs). S/he will prioritize the establishment of enterprises in line with WABiLED’s Gender, Youth, and Social Inclusion (GYSI) Strategy in collaboration with the GYSI Specialist.

Main Responsibility and Tasks
The Green Enterprise Specialist (GES) responsibilities include but are not limited to the following tasks:
- Identify and build on existing partnerships developed during the predecessor West Africa Biodiversity and Climate Change (WA BiCC) program including grantees, government agencies, and community-based organizations active in the transboundary areas to see what green enterprises exist, which are successful, which are not and what the opportunities are to develop and or enhance green enterprises.
- Undertake a community-based participatory review of the livelihoods in WABiLED landscapes including SMEs to identify opportunities closely aligned with conservation goals.
- Work with subcontractor Dalberg Associates and the PSE Specialist to support market systems analysis of forest-based or other green enterprise livelihood activities in transboundary forest landscapes, identify value-chains with commercial value, develop investment opportunities of different scales with promising projects, and develop innovative partnerships.
- Work closely with experts from Dalberg Associates and the PSE Specialist to undertake a comprehensive review of livelihoods and explore LED project opportunities such as agroforestry, forest landscape restoration (FLR), soil management, and conservation agriculture activities that increase productivity on existing farms, facilitate carbon uptake and storage, avoid land conversion, contribute to national forest landscape restoration commitments, and support resilient livelihoods (e.g., mobilizing cocoa buyers and aggregators to provide incentives for shade-grown cocoa and rehabilitation of old farms).
- Provide support and guidance to promote greening existing West African enterprises that produce environmentally friendly and sustainable goods and services.
- Support the development of the rural livelihoods opportunities that generate income and support the sustainable management of forests for timber and non-timber forest products (NTFP) such as honey, rattan, or other forest-based sustainable furniture or goods, medicinals, etc.
- Provide training and support to improve the knowledge and skills of community leaders (especially women and youth) and representatives from affected communities and improve their ability to conduct profitable and sustainable enterprises.
- Conduct financial analysis to understand local finance options and feasibility with particular attention to obstacles faced by women and youth and further develop financial models in partnership with private sector partners i.e. cocoa markets.
- Link farmers with finance opportunities to incentivize rehabilitation activities; explore payment modalities and service bundling for small-scale farmers; and create financing plans for tree removal, inputs, and extensions services.
- Manage and work with consortium partner technical staff on identifying, accelerating, and facilitating the demand for replicable smallholder production models that reduce rates of deforestation and forest degradation.
- Use PEA insights to identify barriers to sustainable land activities; capture and understand trends, behaviors, drivers, and motivations that create structural barriers for women and youth-owned businesses and identify needed policy reforms.
Facilitate discussions among government, landscape-level stakeholders - Work in close collaboration with the MEL team to monitor and achieve biodiversity threats reduction livelihoods specific indicators and targets.
- Work with the Grants team to support the development of grants to support the development of livelihoods activities and LED investments.
- Contribute to quarterly and annual reports, monitoring and evaluation reports, and work with the Communications team to develop outreach and awareness products that support the development of sustainable green enterprises and markets.
- Any other task as discussed and agreed with the Biodiversity Conservation Specialist or COP.
