Ph.D. in Public Policy Applications Requested for Fall 2023/24 Admission
The Doctor of Philosophy in Public Policy program, which is fully funded by faculty research grants, is presently accepting applications for four Ph.D. slots at the Hong Kong University of Science and Technology.
We especially welcome applicants eager to pursue high-quality research in the following research areas, with the specific requirement: In addition to the basic admission requirements established by the University:
First Ph.D. position: under Professor Alex Jingwei Financing and Direction from HE
Putting the Research Areas First
- Social reforms and policies
- Policy entrepreneurship and innovation, as well as
- Policy concerns relating to aging.
Requirements for Applicants
Having experience in at least one of the following fields of study
- Public administration and policy,
- Social policy and social security, and
- Political science.

Requirements for Applicants
Having experience in at least one of the following fields of study
- Globalization and international security Or
- Science, physics, engineering, and mathematics
- Has strong quantitative abilities
Third Ph.D. Position: Funded and Directed by Prof. Xiaofan ZHAO
Putting the Research Areas First
- Climate change, energy policy, and environmental protection, with a special emphasis on China
- Corporate adherence to environmental regulations
- Urban adaptability and climate change
- Green financing
Requirements for Applicants
Having experience in at least one of the following fields of study
- Implementation of public policy, in particular
- Environmental governance and policy
- China’s political economy
- Prior field research experience is a plus.

- Sustainable Consumption
- The Circular Economy
- Developing Net-Zeo Policies
- Innovative Approaches to Sustainable Development
Requirements for Applicants
Having experience in at least one of the following fields of study
- Environmental or public policy
- Environmental engineering and studies (n.d.)
- Related fields to sustainability
Ph.D. Scholarship Benefits
For a maximum of four years, the university offers a full scholarship worth HK$ 216,360 (about US$ 27,750) per year.
