China Implements New Measures for International Travellers
Because COVID-19 is still a Class B infectious disease in China, anyone going there must take a nucleic acid test within 48 hours of boarding. Only those with negative results will be allowed to enter the country, according to the Chinese Government’s interim measures for cross-border travel, which were released on December 27, 2022.
Airlines that fly to China will have to check passengers’ nucleic acid test certificates before letting them board. This is to make sure that foreign travel is safe and healthy.
When people arrive in China, China Customs will also do random checks of the certificates.
The Chinese Embassy in India has updated its “Epidemic Prevention and Control Guidelines for China-bound Passengers” and the standards for nucleic acid test certificates to make travel easier.
Updated Guidelines for China-bound Passengers
1. Nucleic Acid Test
The nucleic acid test needs to be done within 48 hours of leaving, and only people whose results are negative can go to China. Please keep the negative test report with you in case it needs to be looked at.
2. Customs Declaration
Passengers must tell China Customs about a clear test result by filling out the Health Declaration Form on the China Customs WeChat mini-program (scan the QR code below), on the website (https://htdecl.chinaport.gov.cn), or on the China Customs app.
3. Boarding Inspection
Passengers on planes to China will have to show proof of a negative nucleic acid test done within the last 48 hours before boarding. Those who didn’t will not be able to get on the plane.
4. On-Board Prevention Measures
Please keep wearing a face mask on the plane to protect yourself and lower your risk of getting sick.
5. Entry Inspection
With the customs health declaration code, passengers should go through the proper customs processes when they arrive. The results of the nucleic acid test will be checked at random by Customs. People will be allowed to cross the border if their health declarations are normal and daily quarantine checks show nothing unusual.
Customs will test people whose health codes or signs, like a fever, are out of the ordinary. Passengers whose tests come back positive will get a letter telling them what to do next. This could be a home quarantine or medical care. If the test comes back negative, Customs will do what they usually do and put the item in quarantine.
6. Residential Area Epidemic Prevention
Once in China, travelers should be sure to follow the rules set by local authorities to avoid and control diseases.
Required Elements of a Nucleic Acid Test Certificate
- The name of the person who was tested (which should be the same as the name on the travel document used for the flight to China), ideally with the date of birth and travel document number.
- Test Information: test time or report issuance time (at least one should be within 48 hours of boarding), test method (should be nucleic acid testing; please note that antigen detection is not accepted), test results (should be negative; results that say “uncertain” or “grey zone” will not be accepted), name of the testing agency and contact information.
- Use the official language of the country from which you are leaving or English, and the company that is flying you to China will check.
- The certificate should be a paper document, and digital certificates should be printed out and brought with you.
