2024 Japanese MEXT Scholarship for GRIPS Young Leaders
Applications are open for international students to apply for the GRIPS Young Leaders Program MEXT Scholarship for the year 2024 in Japan. The scholarship program is available to students to undertake Masters-level programs at the National Graduate Institute for Policy Studies.
Scholarship Overview:
The Japanese Ministry of Education, Culture, Sports, Science, and Technology launched the Young Leaders Program (YLP) 2024 in 2001. The goals of the initiative are to
- Develop upcoming national leaders in the nations that are assigned.
- Establishing extensive human networks among world leaders
- Foster amicable ties between all the participating nations, including Japan
- Boost the caliber of the participating nations’ policymaking
Along with giving students a thorough understanding of Japanese politics and economics, the curriculum aims to increase their comparative and historical knowledge of international and regional politics and economics.
- GRIPS established the YLP School of Local Governance in 2009 after introducing the School of Government in 2001.

Target Group
Outstandingly talented young government officials with significant work experience in public administration are eligible to apply for this program. Generally speaking, to be admitted to the program, an applicant must have at least three years of relevant job experience from their native country.
Students will be admitted based on an evaluation of their capacity to lead in their home countries in the future, contribute significantly to the growth of their nations, and uphold the mutual trust and goodwill between Japan and other nations.
Japanese students are welcome as well.
Program Structure
GRIPS launched the YLP School of Local Governance in 2009 in addition to the School of Government, which was first established in 2001.
A wide range of themes related to public administration and policy development are covered in the curriculum for both courses, and there is also the chance to engage in in-depth discussions with legislators, senior government officials, corporate directors, journalists, and other Japanese leaders. A final paper based on independent study or research and a field trip or workshop I–II are also included in the program. Degrees Courses

This comprehensive approach enables a thorough understanding of sociopolitical transformation and economic development.
To earn a Master’s degree, overseas students must complete one year of residency, but with dedication, they can complete all prerequisites in that time. GRIPS requires a minimum of one further year of residential residency for doctorate students who have completed a Master’s program.
PhD candidates may continue working on their dissertations at GRIPS or in their home countries following the complete completion of all coursework.
Eight weeks are dedicated to the winter term, sixteen weeks to the spring term, and eight weeks to the summer term comprise the school’s four-term calendar.

1. Monthly allowance:
- -for MP1, MP2, and PA: JPY147,000 (during the master’s program);
- -for G-cube, STI, and PA (during the Ph.D. course): JPY148,000
2. Tuition, application fee, and admission fee
- An economy-class ticket from your home country to Japan for the GRIPS enrollment process, as well as an economy-class trip from Japan to your home country for the GRIPS study abroad program’s conclusion
Nationalities That Qualify:
The grant is available to students from abroad.
Qualification criteria:
- To be eligible for the program, candidates must be exceptionally talented government personnel.
- Candidates should have at least three years of relevant professional experience in public administration, preferably gained in their nation.

- Less than 35 years old on April 1, 2024
- Citizens of nations with which Japan has diplomatic ties.
- People who do not live in Japan.
- Three years of full-time professional experience in public administration is necessary at the minimum.
- Students must present documentation of their English language proficiency, such as an IELTS score of at least 6.0 or a TOEFL iBT score of 79.
