2024–2025 Québec Merit-Based Scholarship for International Students (PBEEE)

For the Québec Government Merit Scholarship for International Students, applications are presently being accepted from students who are eligible and outstanding in their field. The internationalization of research activities in Quebec’s institutions of higher education will get support as a result of this.

The management of the program is the responsibility of the Fonds de Research du Québec – Nature et Technologies, abbreviated as FRQNT. The Ministry of Advanced Education and Skills Development of Quebec (MEES), which is also responsible for providing financial support, is the entity that commissioned the project.

Information Regarding the Quebec Scholarship Based on Merit

One segment of the curriculum is available to students from any country in the world, while the other five segments are restricted to students from Brazil, China, India, Israel, and Wallonia, respectively. These particular components are the result of agreements reached between the government of Quebec and governments in other countries.

This initiative addresses all aspects of higher education by extending the chance to engage in it to CCTT researchers as well as administrative staff.

The Criteria for Eligibility

Applicants for the Québec Merit Scholarship for Foreign Students are expected to achieve the following standards in order to be eligible for the scholarship:

This competition is accessible to any candidates who are neither citizens of Canada nor permanent residents of Canada and who have not made an application for permanent residence in Canada in accordance with the immigration regulations of that country.

These fellowships are open to students and researchers from other countries who are engaged in scientific inquiry in any of the following fields: health, humanities, social sciences, arts and letters, natural sciences, or engineering.

During the first nine semesters of their doctorate studies, candidates may be considered for scholarships offered by MEES as part of the doctoral merit program.

Researchers who have received their Ph.D. no more than two years prior to the competition deadline or who have completed their doctoral dissertation no later than January 15, 2024, are eligible to apply for postdoctoral funding.

Application Guidelines:

After the candidate has been preselected, they are required to register for an account in the FRQnet system. The FRQNT will then get in touch with all of the candidates who have been preselected and ask them to fill out an electronic form, which will have all of the necessary documents attached to it, and which must be submitted electronically before the competition deadline, which will be determined by the Fonds.

The questionnaire can be filled out in either English or French. Candidates who submit their applications in English are required to offer a title for their project in French.

When creating the files that are to be attached to the form, please be sure to prepare them in accordance with the Presentation Standards for Attached Files included in the FRQnet Electronic Portfolio.

After the application deadline has passed, files cannot be modified in any way.

The necessary paperwork

In order for the application to be regarded as valid, it is necessary for it to have all of the necessary attachments. Any document that cannot be read, has a resolution that is not high enough or does not allow the eligibility of the applicant to be verified properly will not be accepted.

Documents presented in a language other than French or English are required to be accompanied by a translation in its most fundamental form.

Significant Dates

  • The submission of proposals for preliminary consideration: varied (for more information, see the Toolbox).
  • The deadline for the preselected applicants’ submission to the FRQNT by relevant entities (universities, CCTT network) is September 30, 2023, at 4 o’clock.
  • Before the 31st of March 2024, the applicants who were preselected by CSC must be submitted to FRQNT.
  • The deadline for pre-selected individuals to submit their applications to FRQNT is November 1, 2023, at 4:00 p.m.

PBEEE Program Regulations

The Common General Rules (CGR) of the Fonds de Research du Québec (FRQ), which apply to all FRQ funding bids, are referred to throughout this program. The only rules mentioned in this document are those related to this program, and they take precedence over the CGR.

On the website, click the Portal Access tab to access the link to the FRQnet electronic Portfolio and the relevant paperwork. The Documents menu of the FRQnet electronic Portfolio has more details.

The candidate must make the right application form selection for the appropriate Fonds on their own. If a mistake is made, the Fonds will not transfer the application from one program to another and it will be ruled ineligible by the review committee or when it is evaluated for eligibility.

The Fonds will deem an application submitted after the competition’s deadline date and time inadmissible.

Important Information from Section 3.3 of the CGR

Candidates are recommended to plan ahead so that they can ensure they have the necessary paperwork and submit their application by the deadline. They should also consider the vast number of requests and applications that the Fonds received at the conclusion of the competition period.

Candidate preselection

By September 30, 2023, this competition is only open to applicants who have been preselected by a Québec university or the CCTT network. By March 31st, 2024, CSC preselection of applicants for the Québec-China scholarship is required.

Candidate preselection is entirely the responsibility of the universities, the CCTT network, and the CSC. On the FRQNT website, you can review the various submission dates for the preselection competitions of each Québec university and the CCTT network.

The directions for candidate preselection that are accessible on the program website must be followed by those in charge of the process.

The candidate nomination form for the Merit Scholarship Programs for Foreign Students, which is accessible through the FRQnet system of the FRQNT, must be filled out by those in charge of applicant preselection at a Québec university or at Synchronex. By September 29, 2023, at 4 p.m., it must be delivered electronically.

Candidates must satisfy all prerequisites for program eligibility. If these requirements are not met, the FRQNT may declare candidates submitted by a Québec university, the CCTT network, or the CSC ineligible.

Candidates who have already been pre-selected for the general program components (V1, V2, and V3) may also be pre-selected for the components of the Québec-Brazil-India-Israel-Wallonia program.

Application Deadline

The deadline for applications is November 1st, 2023.
