Spark Microgrants envisions a society in which everyone lives with dignity and has control over their own bright future. Decades of prescriptive aid have excluded the poor from initiatives designed to help them. We believe in local solutions and sparking action in rural villages experiencing hardship.
The Facilitated Collective Action Process (FCAP), at the heart of Spark’s approach, are ‘town-hall’ type weekly sessions in which women, men, young, and elderly prepare for their community’s future together. Each village elects a leadership committee, opens a village savings account, and begins a project of their choosing. Financial management, transparency, leadership, community planning, and advocacy training are provided to members.
Spark teaches partner groups and collaborates with governments to expand the FCAP as the preferred model for advancing social and economic development, improving lives, and ensuring long-term change. Spark is presently operational in 500+ villages across six countries, benefiting over 500,000 individuals.
Moreover, Spark has collaborated with Advocates for Community Alternatives in Ghana to assist communities living in mining areas in advocating for their rights and holding mining firms accountable for any damages caused while improving their livelihoods and social cohesion. FCAP has benefited a total of 22 villages since 2017, and another 100 towns will benefit from the same process between 2023 and 2025.
About the Position
This role is critical as we adapt and scale our community-led planning and action methodology. We need you to ensure that we have complete confidence in our data and that we can utilize it to make informed decisions as an organization and to assist our partners in doing the same.
The Country M&E Manager in Ghana will manage the collection, analysis, and reporting of impact data in partnership with Ghanaian partner organizations, reporting to the Global M&E Manager. You will be in charge of ensuring that high-quality data is collected and used in decision-making by the partner program teams.
Responsibilities and Roles
Monitoring
- Collaborate with implementing partners to ensure the prompt collection of continuous monitoring data from all communities of operation in Ghana, including community monitoring data, facilitator monitoring data, and project monitoring data, in order to make timely program progress decisions.
- Conducting independent data quality audits to ensure the accuracy of monitoring data collected by implementing partners, and collaborating with them to develop Continuous Data Quality Improvement strategies.
- Educating partner organizations on how to use the Spark M&E system, which includes the data collecting platform (Commcare) and dashboards.
- Increasing the capacity of the Implementing Partner’s M&E staff to undertake monitoring data analysis and prepare quarterly reports ahead of the assessments.
- Collaborate closely with the product team and other teams to ensure that the database and dashboards are up-to-date, of high quality, and user-friendly.
Evaluation
- Oversee all internal assessment operations in Ghana, ensuring that high-quality data is collected, processed, and disseminated in a way that illustrates the impact of FCAP in beneficiary communities.
- Oversee all external assessment efforts and collaborate with consultants to ensure that high-quality data is collected and that the activities are carried out as planned.
Learning and Research
- Collaborating with the Senior Research Officer to carry out all Ghana research tasks, such as enumerator recruiting, training, and supervision.
- Take the lead in documenting success stories from the FCAP communities.
- Work with the program teams at the implementing partner’s office on a quarterly basis to capture and review lessons learned.
Additional tasks
- Serve as a Spark representative at the implementing partner’s office, facilitating information exchange between Spark and the implementing partner.
- Assist with the Spark program and plan team activities in Ghana.
Qualifications and Experience Required
- A bachelor’s degree from a recognized university in a quantitative discipline
- Excellent quantitative and qualitative analysis abilities
- A minimum of four to six years of expertise directing the design of M&E systems, data analysis, and reporting.
- A track record of establishing viable M&E methods and techniques, as well as verifiable mastery of significant M&E conceptual frameworks, is required.
- Thorough understanding of statistical software Stata, SPSS, and R.
- Team-leading experience
- Excellent written and oral English communication skills.

- Familiarity with the local tongue

ADDITIONAL INFORMATION:
The location will be in the Osino District, with 40% of the time spent traveling inside the partner communities. We will agree on learning and performance targets for a three-month trial period beginning with onboarding.
