POSITION: HSSE Advisor – Management Systems

The United Nations Office for Project Services (UNOPS) serves as an operational branch of the United Nations, facilitating the effective execution of peacebuilding, humanitarian, and development initiatives by its partners globally. Designated as a key resource of the United Nations, UNOPS delivers sustainable project management, procurement, and infrastructure services to various governments, donors, and United Nations entities.
UNOPS provides its partners with the necessary logistical, technical, and management expertise they require, wherever they are, through a team of over 6,000 staff in 80 countries. UNOPS significantly impacts outcomes on the ground by executing approximately 1,000 projects for our partners simultaneously, frequently in the most difficult settings.
The HSSE Department
Located at the UNOPS Headquarters in Copenhagen, the HSSE unit spearheads initiatives to avert damage to individuals and the environment during the implementation of UNOPS operations. It creates and upholds suitable policy tools, standards, processes, and guidance documents while offering technical assistance for the successful execution of occupational health & safety, as well as social & environmental management within UNOPS.
The program necessitates oversight and organization throughout an international portfolio of country offices and initiatives. Moreover, HSSE practitioners offer implementation assistance to UNOPS teams to meet planning requirements and enhance the capabilities of UNOPS staff and implementing partners. Practitioners also develop and execute performance monitoring tasks, assist in carrying out corrective and preventive measures, and participate in performance enhancement efforts.
Objective and Range of Task
- The HSSE Advisor will support the Head of HSSE and management teams in regional and country offices on the execution of UNOPS HSSE practices, programs, and requirements.
- The HSSE Advisor is accountable to the Head of Unit – HSSE, who offers general oversight and direction. The Advisor will report secondarily to the Regional Infrastructure Advisor for Europe and Central Asia.
Duties and Responsibilities
The HSSE Advisor operates at both global and regional levels to achieve the following:
Technical Assistance
- Assist in the creation or upkeep of UNOPS HSSE Policies and Technical Specifications.
- Create or sustain the UNOPS worldwide initiative for occupational health and safety (OHS) or Social and Environmental (SE) Management.
- Assist the Head of the HSSE unit in creating or updating essential performance indicators (KPIs) for the global review of HSSE performance.
- Counsel Regional Management teams on the efficient supervision of HSSE by line managers across project, country, multi-country, and regional management tiers.
- In partnership with the Head of the HSSE unit, offer policy clarification, technical assessment, and direction.
- Deliver robust HSSE implementation assistance tailored to the context, team capacity needing support, and their organizational level.
- Examine, evaluate, and deliver HSSE data in a manner that enables UNOPS to manage HSSE risks and enhance the organization’s standing with important partners and stakeholders.
- Create suitable capacity-building initiatives that encompass needs evaluations, hands-on and online training, while focusing on the efficacy and long-term viability of the training.
Coordination
- Facilitate the involvement of HSSE users in creating and utilizing a UNOPS HSSE system.
- Assist in designing and coordinating networks for executing HSSE activities while ensuring collaboration with pertinent existing networks both within and outside the HSSE unit
- Support the creation and oversight of HSSE budgets for designated activities that align with HSSE program goals and the overall financial well-being of the organization.

Requirements for Education/Experience/Language
Education:
- A higher education degree (Master’s or PhD) in a pertinent field like Occupational Health and Safety, Environmental Management, Social Development, or another relevant area is necessary.
Experience:
- Minimum of 7 years of expert-level experience in creating and executing HSSE in development initiatives.
- Having a minimum of three years of experience in Europe or Central Asia is beneficial.
Language Requirements:
- A comprehensive understanding of English is necessary
