POSITION: M&E Specialist

Project Overview:
The Participation, Accountability, and Integrity for a Resilient Democracy (PAIReD) initiative aids public institutions in Ghana in establishing governance frameworks that are citizen-focused, reliable, and accountable at both national and local levels.
PAIReD operates on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in collaboration with the Ministry of Finance in Ghana and is carried out by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The program collaborates with ministries and national agencies, civil society groups, in addition to 60 districts. PAIReD aids its partners in enhancing their abilities to improve the transparency, fairness, and effectiveness of the public financial management system.
It provides guidance to national organizations and collaborates with partner districts to create data-driven plans and inclusive planning procedures, enhancing the connections between land-use strategies and development strategies, along with an accompanying budget and spending. PAIReD collaborates with both governmental and non-governmental entities to combat corruption via collective efforts.
Role Scope
- In your position, you will be a member of the M&E and Communications Team for the initiative Participation, Accountability and Integrity for a Resilient Democracy (PAIReD).
- You are accountable for enhancing and executing the current monitoring and evaluation framework for the programme.
- You guarantee consistency with donor M&E frameworks and logframes while aiding in strategic decision-making.
- You have a continual duty to gather, organize, and supply all pertinent data, converting this information into outcomes and impact narratives.
Tasks:
- Enhance and oversee the M&E system for the program in accordance with donor and organizational standards.
- Oversee data gathering, examination, and visualization activities.
- Guarantee data quality control and adherence to donor reporting standards (BMZ, EU, and SECO).
- Perform surveys and tracer studies along with spot checks to guarantee data quality in collaboration with partners.
- Enhance the abilities of all pertinent stakeholders in relation to M&E.
- Create detailed reports, success narratives, and case analyses.
- Participate in the programme’s knowledge management efforts, encompassing knowledge creation, dissemination, and application.
- When suitable and sensible, the individual in this role is open to undertaking responsibilities beyond the defined job description.
Required Qualifications and Experience
- Master’s degree MA/MSc in Monitoring & Evaluation, Development Studies, Statistics, Economics, or a similar discipline.
- At least 5 years of pertinent experience in M&E positions, ideally within international development initiatives.
- Demonstrated expertise in M&E and reporting structures for donor-supported initiatives (experience with BMZ, EU, and SECO is highly preferred).
- Excellent analytical, problem-solving, and report-writing abilities with a keen focus on detail.
- Strong proficiency in computer applications (e.g. MS Office) and tools for digital data collection and analysis (e.g. Kobo Toolbox, Power BI, etc.).
- Strong grasp of project cycle management in development programs.
- Exceptional proficiency in English communication.
- Excellent interpersonal and teamwork abilities, goal-focused, and capable of completing tasks independently.
- Openness to travelling.
