POSITION: Procurement Head
Duties and Responsibilities
Key Responsibilities of the Head of Procurement are as follows:
- Offer guidance, technical assistance, and support to the Chief Executive Officer and management in executing procurement activities.
- Oversee the organization and development of yearly purchasing plans.
- Examine all assessment reports and compile submissions for the award approval by the relevant authority as per the limits defined in the second schedule of the public procurement act, 2003 (Act 663) as amended (the PPA Act).
- Oversee the organization and development of yearly procurement strategies.
- Oversee the organization of all specific procurement tasks for products, projects, and services.
- Engage in discussions with consultants and other bidders when explicitly allowed under the PPA Act or the 2022 regulations (L.I 2466) (the PPA Regulations)
- Guarantee the release of notices for contract awards and the submission of required quarterly reports to the Public Procurement Authority (PPA).
- Coordinate with the originating officers or the end-user department that started the procurement, to ensure the procurement fulfills the tender’s requirements.
- Keep and update the database of suppliers, contractors, and consultants.
- Create documentation for evaluation by the PPA, ETC, and the Central Tender Review Committee (CTRC) along with other pertinent institutions/committees.
- Arrange for the disposal of assets, vehicles, plants, and equipment following the PPA act and directives provided by the PPA.
- Organize and manage all actions of the Secretary to the Entity tender committee (ETC) of the organization and guarantee that meeting minutes are promptly created.
- Assess departmental activities and additional reports from the procurement department to management and board committees within the designated timeframe.
- Oversee and support the efficient career development of the personnel in the procurement division of the organization.
- Implement monitoring and assessment programs to evaluate contract and project effectiveness.
Qualifications & Experience Required
- At least 10 years of experience in procurement or as a purchasing leader in the public sector, including a minimum of 7 years in a management position.
- A Master’s degree in public procurement, supply chain management, or procurement from a recognized institution is required at a minimum.
- Complete professional certification (e.g. Chartered Institute of Procurement & Supply (CIPs) and Ghana Institute of Procurement) is required.
- In-depth understanding of the public procurement Act, 2003 (Act 663) and awareness of the technical, commercial, and legal facets of procurement.
