The Ambitious Outlines of the Tech Talent Strategy
Minister Fraser introduced proactive efforts to attract top people in this pioneering Tech people Strategy:
- An open work permit stream allows US H-1B specialty occupation visa holders to apply for a Canadian work permit. Their family members can apply for study or employment permits.
- International Mobility Program Innovation Stream creation. This attracts highly skilled workers with employer-specific work permits for up to five years for workers at companies recognized by the Canadian Government as contributing to industrial innovation goals. High-quality workers in certain high-demand occupations can also get five-year open work permits.
- Resumption of the Global Skills Strategy’s 14-day work permit service norm, a major speedup.
- A campaign to attract digital nomads, a growing employment segment, to Canada.
- The creation of a STEM-specific draw under category-based selection, which invites more STEM experts to apply for Express Entry.
- Adding extra slots to this program for 2023, 2024, and 2025.
Work permits are now valid for three years instead of one. Instead of a startup-bound work permit, they can apply for an open one. The entire entrepreneurial team can apply for this three-year open work permit. Business incubators that are members of Canada’s Tech Network are preferred.

From July 16, 2023, H1-B specialty occupation visa holders can get an open work permit. Successful applicants receive a three-year open work permit that allows them to work for any Canadian business. Their spouses and dependents can get temporary resident visas with job or study permits.
In 2021, Canada’s information and communications technology sector employed approximately 720,000 people and spent 44% of private R&D. This sector contributed almost 15% of Canada’s GDP growth from 2016 to 2021.
In a 2023 OECD report, immigrant entrepreneurs placed Canada first. The rankings included availability of money, corporate tax rates, worker skills, university strength, quality of life, and entrepreneur and family immigration policies.
