Under facilitated regulations, the Australian government is extending an invitation to 1,000 Vietnamese agricultural laborers to come work in Australia in 2024. Australia and Vietnam signed a memorandum of understanding to put it into effect on March 1st, 2024.

Per this agreement, Australia is reportedly planning to fund the employment of 1,000 Vietnamese workers in its agricultural industry in 2024 under the Pacific Australia Labor Mobility (PALM) Scheme. According to the Australian Department of Foreign Affairs and Trade, Vietnam’s agricultural workers will now take advantage of this chance through the PALM program as the Australia Agriculture Visa is no longer available as a Visa product.

Eligibility Criteria for the PALM Scheme

To be eligible, workers must fulfill the following requirements;

  • They have to be older than 21.
  • Also, they must demonstrate their command of the English language.
  • Besides that, they must adhere to the health standards.
  • In addition, they must possess the abilities and professional background that the Australian employer demands.

A Vietnamese News Source claims that, without overtime, workers in the agriculture sector might make more than $2,600 per month during regular business hours. To address severe labor shortages, Australia needs to bring in around 3,000 foreign workers each year for horticulture.

The Australian government has proposed a series of adjustments to the country’s immigration laws to boost inclusivity and productivity. Several significant adjustments are planned for March 2024 to significantly enhance the Australian immigration system.

1. Introduction of Visa Pre-application Fee

The Minister of Immigration, Citizenship, and Multicultural Affairs has announced the migration visa pre-application process charge rules 2024 and the corresponding migration visa pre-application process fee act. These legislative instruments introduce a registration fee for participants in the pre-application process for visas, with a focus on the new Subclass 192 Visa.

The 25 Australian dollar application fee is intended to ensure that applicants are genuinely interested in moving, which will increase the process’s utility. This approach aligns with Australia’s progressive immigration policies by placing equal emphasis on all candidates and highlighting the importance of genuine involvement.

2. New Genuine Student Requirement

The Australian government is introducing a new Genuine Student (GS) Criterion for those applying for student visas. This change replaces the Genuine Temporary Entrance (GTE) Criterion and applies to all student visa applications submitted on or after March 23rd.

This change will remove any doubt over the student’s eligibility to declare a wish to move to Australia and make it apparent how seriously a student is taking their intention to study there. 3. Implementation of the New 192 Visa for Citizens of Participating Countries

The New Subclass 192 Visa program, a new category of permanent resident visas, will be introduced by the Australian government on March 29, 2024. Up to 3,000 permanent seats will be made available annually to citizens of participating Pacific Island states, Timor Leste, and their immediate family members under the new Subclass 192 Pacific Engagement Visa.

This is in addition to Australia’s permanent migration program since one of the most important aspects of the migration strategy to build relationships and advance peace and prosperity in the region is to encourage permanent migration from the Pacific to Australia. The objective of this is to augment the Pacific diaspora’s populace in Australia, concurrently cultivating more profound interpersonal connections and commercial cultural and educational exchanges.

4. New English Language Requirements

The Australian government changed the English language standards for temporary graduate and student visas. This change was made as part of the Australian government’s migration strategy, which was released on December 11th, 2023, and will apply to all student and temporary graduate visa applications submitted on or after March 23rd, 2024.

The English language adjustments for student visas as indicated in the migration policy will help international students have a great time studying in Australia and prepare them for the skilled Workforce if they choose to apply for a graduate visa after completing their studies.

The minimum IELTS score needed for a student visa rises to six or its equivalent with a minimum score of 5.5 for each exam component, while the minimum score needed for a temporary graduate visa rises to 6.5.

5. Providing Skill Refugees with a Pathway to Australia

The Refuge Assistance Group is a partner in the pilot program of the Skilled Refugee Labor Agreement. Talent Beyond Boundaries (TBB) offers a pathway to Australian immigration for qualified refugees and internally displaced individuals. The pilot has a 500 Main Place allocation and runs until June 30th, 2025. Candidates must also meet requirements about the security and well-being of their character.
