Job Summary

The Quantity Surveyor / Procurement Officer is responsible for managing the finances of construction projects and ensuring the efficient procurement of materials and services. This combined role encompasses cost estimation, budgeting, contract management, and supplier coordination, all designed to facilitate timely and cost-effective project execution. The position necessitates working closely with project teams to guarantee compliance with industry regulations, budget management, and the smooth movement of resources.

OBJECTIVE OF THE POSITION

To facilitate the successful completion of construction projects by implementing efficient cost management and procurement strategies that align with organizational objectives and compliance requirements.

PRIMARY DUTIES

Responsibilities of a Quantity Surveyor:

  • Prepare and oversee cost projections, financial plans, and feasibility studies for building projects.
  • Oversee and document spending to guarantee conformity with authorized budgets.
  • Perform site measurements and assess the value of finished work.
  • Create and update Bills of Quantities (BOQs) and bidding documents.
  • Negotiate and oversee contractual arrangements with contractors and suppliers.
  • Evaluate discrepancies, process claims, and oversee final account reconciliations.
  • Guarantee adherence to building codes and optimal industry standards.

Procurement Responsibilities:

  • Develop and execute procurement strategies that match project needs.
  • Identify, assess, and bargain contracts with vendors for value and quality.
  • Create purchase orders and monitor the prompt delivery of supplies and equipment.
  • Keep precise records of purchases and supplier information.
  • Perform market analysis to discover competitive pricing and opportunities for cost reduction.
  • Guarantee adherence to purchasing policies, legal requirements, and moral principles.

Skills and Competencies

  • Robust analytical and numerical abilities for financial planning and expense management.
  • Outstanding negotiation and communication skills for managing suppliers and contractors.
  • Focus on precision and meticulousness in financial records.
  • Skilled in planning, procurement, and managing contracts.
  • Capable of handling stress and adhering to strict deadlines.
  • Orderly and adept at handling multiple tasks efficiently.
  • Elevated ethical principles and honesty in purchasing and financial processes.
  • Expertise in applicable construction and purchasing software (e.g., AutoCAD, MS Project, ERP systems)

QUALIFICATION AND EXPERIENCE

  • Bachelor’s degree in Quantity Surveying, Procurement, Construction Management, or a similar discipline.
  • 3–5 years of experience in quantity surveying and/or procurement in the construction sector.
  • Having professional certification (e.g., MRICS, CIPS) is beneficial.
  • Demonstrated expertise in construction expenses, agreements, and purchasing methods.
  • Knowledge of Ghanaian construction legislation and procurement guidelines is an advantage.

  • Regular site inspections to evaluate progress and oversee resource utilization.
  • Working together with contractors, suppliers, and project teams to enhance efficiency.
  • Flexibility in high-speed, multitasking settings

  • Lastly, taking the initiative to recognize and address issues related to the project.
