THE OPPORTUNITY
Answering to the Director of Program Operations
Serving as the operational cornerstone of the HECSI platform, the Head of Program Operations guarantees the synchronized implementation of program strategies, partnership activities, and operational insights across various nations and initiatives. Serving as a principal assistant to the Director of Program Operations, this position oversees platform-wide portfolio management, pipeline advancement, and execution governance, aiding platform leadership and country teams in achieving high-quality, inclusive results.
This role will direct the design, execution, and ongoing enhancement of unified planning processes, operational structures, and program quality benchmarks to improve portfolio implementation and impact delivery across various regions. The holder of this position will promote a culture of focused program implementation, sharing of knowledge, and operational creativity throughout the Platform.
The chosen applicant will be located in one of our offices in Canada or Africa (Ethiopia, Nigeria, Senegal, Ghana, Rwanda, Kenya, or Uganda).

Strategic Partnership in Business & Program Oversight
- Act as a strategic collaborator to the Executive Director and Program Directors regarding organization-wide planning, program development, and performance monitoring.
- Deliver strategic advice and direction on pipeline creation, investment preparedness, portfolio effectiveness, and program execution status.
- Oversee quarterly and annual strategic and operational planning processes throughout the platform, ensuring robust alignment with the Foundation’s priorities and country-specific strategies.
- Enable collaboration among multi-country projects and workstreams to guarantee synergy, coherence, and knowledge sharing throughout the platform.
Program Management & Execution Supervision
- Supervise the application of operational structures and execution norms that enhance delivery consistency, quality, and responsibility.
- Guide the creation and establishment of crucial performance metrics, operational monitoring tools, and turnaround time (TAT) measurements for all significant operational milestones
Program Coordination & Portfolio Oversight
- Lead the creation and revision of multi-year, platform-focused operational plans and portfolios, guaranteeing cohesive and flexible program implementation.
- Collaborate with Program Finance and HECSI teams on lead forecasting and portfolio planning, ensuring suitable resource allocation and alignment of milestones.
- Supervise the monitoring and alignment of program priorities and implementation schedules across the Platform to guarantee prompt execution.
- Coordinate program proposal assessments and platform governance discussions, guaranteeing thorough evaluation and consistency with planning structures.
Optimization & Skill Development
- Promote operational excellence by integrating process discipline, organized project management techniques, and ongoing improvement strategies (e.g., Lean Six Sigma).
- Spearhead capacity development initiatives among program teams via focused training, knowledge exchange, and interdisciplinary workshops, in partnership with Learning & Development and Foundation Academy.
- Serve as a change advocate by promoting the use of systems, tools, and methodologies that enhance decision-making, performance oversight, and responsibility.
Inter-Team Collaboration & Information Management
- Foster collaboration among country offices, program teams, and integrated functions to dismantle silos and encourage knowledge sharing.
- Assist in the creation and execution of learning events, retreats, and planning meetings across platforms to enhance collective responsibility and performance evaluation.
- Encourage a culture of teamwork, inquisitiveness, and operational creativity throughout the Platform.
YOUR IDENTITY
- At least 12 years of professional experience in Planning, Strategy, and/or Project/Program management within the private and public sectors.
- Master’s degree in business administration, international development, public policy, public health, education, economics, or other related areas
- Extensive expertise in overseeing operational systems, processes, and tools to enhance program performance and governance.
- Proven skill in persuading senior executives, coordinating cross-departmental stakeholders, and directing strategic projects involving significant complexity and uncertainty.
- Experience in creating and leading impactful learning, planning, or review sessions that engage various stakeholders.
- Thorough understanding of inclusive development concepts and experience incorporating gender, youth, or marginalized group perspectives into operational structures.
- Strategic planner with a strong focus on execution and successful delivery.
- Exhibited outstanding skills in problem resolution, systems analysis, and leadership in change initiatives.
- Proficient in stakeholder management, negotiation, and facilitation techniques.
- Strong and flexible leader adept at managing uncertainty and intricacy.
