With the most current invitation round having begun on July 25, 2023, the Ontario Immigrant Nominee Program (OINP) is still actively searching for outstanding professionals who are fluent in French. Candidates who are successfully nominated through the Ontario French-speaking Skilled Worker stream will be asked to apply for Canadian permanent residence. This path corresponds to the federal Express Entry immigration scheme. To be eligible for the stream, an applicant must have an active profile in one of the two Express Entry programs listed below:

The OINP issued a total of 95 Notifications of Interest (NOIs) to eligible candidates under the French-speaking skilled Worker stream on July 25, 2023. Between July 25, 2022, and July 25, 2023, these candidates created profiles in the IRCC’s Express Entry system. This draw’s CRS score requirement ranged from 321 to 374, indicating a competitive selection process.

The draw followed a standard method, with individuals chosen based on their CRS scores and French proficiency. Based on its current application inventory needs, the province strategically chooses the frequency, size, and date of its invitation rounds.

Candidates chosen in this stream have the option of applying for a provincial nomination, which can boost their Comprehensive Ranking System (CRS) score by 600 points. The extra CRS points almost ensure an Invitation to Apply (ITA) for Canadian permanent residency in successive federal Express Entry drawings.

Criteria for Eligibility in the French-Speaking Skilled Worker Stream

Applicants must meet the following requirements to be considered:

• Possess a high level of French proficiency as shown by language tests approved by the Canadian government.
• Intention to reside and work in Ontario.

FSW (Federal Skilled Worker) or CEC (Canadian Experience Class).

Foreign nationals cannot apply directly to the program because it is solely through invitation. When they submit their Express Entry profile, all individuals in the Express Entry pool are automatically considered for the program. The province will issue a Notification of Interest (NOI) to those candidates whose Express Entry accounts it invites to apply.

Requirement for Express Entry

The Ontario French-Speaking Skilled Worker program works in tandem with the federal Express Entry system. A candidate must have an active Express Entry profile in either Federal Skilled Worker (FSW) or Canadian Experience Class (CEC) with official language test results in both English and French to be considered. Because candidates must have an active Express Entry profile in either FSW or CEC, the minimal criteria are linked with those programs’ standards.

• Federal Skilled Worker: Candidates must have a high school graduation and at least one year of continuous full-time, skilled work experience. Work experience is considered skilled if it was earned in a position that required National Occupational Classification (NOC) Skill Level 0, A, or B.
• Canadian Experience Class: There is no minimum education requirement for the Canadian Experience Class. Candidates for the CEC must have at least one year of full-time Canadian skilled job experience. This work experience does not have to be ongoing, but it must have occurred during the previous three years of application. Work experience in a position at NOC Skill Level 0, A, or B is considered skilled.

Language Proficiency

To be accepted for this program, individuals must have valid language test scores for both English and French received within the previous two years. In all four skills, the French-language test results must show a minimum score equal to Canadian Language Benchmark (CLB) level 7. The Test d’évaluation de français (TEF) is the sole accepted test for this purpose. The results of the English language test must reflect a minimum score of CLB 6 in all four abilities. The International English Language Testing System (IELTS) and the Canadian English Language Proficiency Index Program (CELPIP) are the two recognized English proficiency examinations.

Compensation Funds

All candidates for the Ontario French-speaking skilled Worker stream must meet Immigration, Refugees, and Citizenship Canada’s (IRCC) settlement money criterion. This might be shown by their own finances or by retaining a genuine job offer. Please keep in mind that candidates in the Express Entry Canadian Experience Class (CEC) must still show proof of settlement funds for the OINP application.

CEC candidates are not required to show settlement monies at the federal level, but they are required to do so at the provincial level.

Application Methodology

The Ontario French-Speaking Skilled Worker Stream is by invitation only. Candidates that match the minimal eligibility requirements must construct an Express Entry profile in order to apply to the stream. They must next wait for the province of Ontario to issue a Notification of Interest (NOI). It should be noted that simply satisfying the minimum eligibility standards does not guarantee an applicant a NOI. The province of Ontario evaluates Express Entry profiles and provides a NOI to candidates whom it may like to nominate. Only candidates who have received a NOI are entitled to apply to the OINP for provincial nomination.

After receiving a NOI, an applicant has 45 calendar days to prepare and submit an online application using the OINP e-Filing Portal. The application fee for the OINP is $1,500 CAD. If the application is approved by the province, Ontario will tell the applicant that they have been chosen for provincial nomination. This notice will be delivered to the applicant’s IRCC online account. Accepting the provincial nomination raises the applicant’s CRS score by 600 points, almost ensuring they will receive an Invitation to Apply (ITA) for permanent residence in the next Express Entry draw.

Following the receipt of an ITA, the applicant must prepare and submit an official application for Canadian permanent residence within the timeframe specified. Express Entry applications for permanent residency are typically processed within six months.
