Move to Canada | British Columbia Plans to Add 1 Million Jobs to its Workforce by 2033
According to the newly released Labour Market Outlook study, British Columbia (BC) is preparing for a big economic boost, with a projected one million job vacancies by 2033. This detailed 10-year prediction delves into the province’s changing career landscape, focusing on in-demand professions, skill training, and emerging industries.
The Growth Landscape
Replacements for workers who are retiring are most likely to fill 65% of these job openings in British Columbia. With an estimated nine million Canadians scheduled to retire by 2030, there will be a significant vacuum to fill. The remaining 35% (345,000 jobs) reflect an increase in BC’s workforce, with yearly employment growth of 1.2% expected. With this rate of growth, the province’s employment would reach 3.1 million by 2033.
The report indicates an important shift, predicting that new immigrants will account for 46% of job seekers, a significant 25% increase over the previous Labour Market Outlook report issued five years ago. Over the next decade, the BC government anticipates an influx of 470,000 more immigrant workers, including both permanent and temporary residents.
Job Requirements and the Educational Landscape
According to the research, 75% of the predicted job openings will require some type of post-secondary education or training. To help with this, the province has created a list of vocations based on educational requirements:
1. Degree Level:
- Registered nurses and registered psychiatric nurses
- Teachers of elementary school and kindergarten.
- Designers and developers of software.
2. College Diploma or Apprenticeship
- Workers in social and community service.
- Educators and aides in early childhood.
- Except for commissioned officers and police officers.
3. High School or Occupation-Specific Training
- Letter carriers.
- Couriers and messengers.
- Mail and parcel sorters, and related occupations.
Initiatives to Improve Skills and Training
In parallel with the report, British Columbia is taking proactive steps to prepare residents for high-demand vocations. Among the initiatives are:
- 602 new nursing seats will be funded at BC colleges and universities.
- Creating a new medical school at Simon Fraser University, as well as 40 new undergraduate medical education seats and up to 112 new residency seats at the University of British Columbia’s faculty of medicine.
- Since 2018, we’ve added over 1,700 new early childhood educator (ECE) places and given around 6,500 bursaries to ECE students.
- Since 2017, around 6,000 additional tech-related spaces have been added.
- The Centre for Clean Energy and Automotive Innovation at Vancouver Community College will get $271.3 million in funding, with a focus on clean-energy technologies, light rail, and zero-emissions vehicle repair and technology.
British Columbia Provincial Nominee Program (BCPNP): A Doorway to Possibilities
To supplement workforce expansion, the British Columbia Provincial Nominee Program (BCPNP) actively seeks people for provincial nomination. This program allows the government to choose economic immigration candidates that meet BC’s economic demands.
Regular draws target a variety of industries, including technology, healthcare, and construction. Skilled Workers, International Graduates, Entry-Level and Semi-Skilled Streams, Entrepreneurial Streams, a Tech Stream, and an Express Entry Stream offer a variety of routes to the provincial nomination. A province nomination, while not comparable to permanent resident status, considerably helps an application.
British Columbia’s Skilled Immigration Stream
Skills Immigration is a set of immigration streams offered by the British Columbia Provincial Nominee Program (BC PNP), a PNP run by the province of British Columbia. Workers and international graduates with the skills, education, and/or experience required to successfully contribute to the BC economy may be nominated for Canadian permanent residence through the BC Skills Immigration programs.
BC Skills Immigration includes the following streams:
- BC Skilled Worker
- BC Healthcare Professional
- BC International Graduate
- BC International Post-Graduate
- BC Entry Level and Semi-Skilled Worker
The majority of BC Skills Immigration programs require an applicant to have an employment offer from a BC employer. Notably, a Labour Market Impact Assessment (LMIA) is not required for the employment offer to be recognized as valid under BC Skills Immigration. If an applicant is granted a provincial nomination through the Skills Immigration stream, BC will issue a work permit support letter to aid them in gaining authorization to work while their immigration application is being processed. Candidates for British Columbia Skills Immigration must register with BC PNP Online, the web platform that manages the Skills Immigration Registration System (SIRS). This web system administers BC PNP applicant intake, ranking, and applications.
Express Entry into British Columbia
Candidates do not need to be Express Entry eligible to apply to the BC Skills Immigration programs. However, the majority of the programs under BC Skills Immigration provide a faster road to permanent residence for qualifying individuals who have an active Express Entry profile. Until an applicant obtains a nomination from the province and must file a federal application for permanent residence, the application procedures for Express Entry and non-Express Entry are identical.
Federal Express Entry applications are filed online through the IRCC web page and are processed in roughly 6 months. Federal applications for non-Express Entry candidates must be submitted in hard copy to the relevant processing center as paper-based applications. Paper-based applications take about 18 months to process. Please keep in mind that there is no Express Entry option for the BC Entry Level and Semi-Skilled Worker streams.
Candidates with experience in specific technical occupations may be eligible for quicker processing and other benefits under the BC PNP Tech program.
Skilled Worker in BC
The British Columbia Skilled Worker stream is intended for immigrants who have a job offer from a BC company in a skilled occupation. The BC Skills Immigration Ranking System assigns points to eligible candidates, and only those with the highest competitive ranking are asked to apply for the PNP.
Professionals in Healthcare in British Columbia
The British Columbia Healthcare Professional stream is intended for immigrants who receive a job offer from a BC health authority in an appropriate healthcare occupation. If a foreign national fits the program’s standards, he or she may apply at any time.
BC International Post-Graduate
The British Columbia International Graduate stream is intended for recent graduates from Canadian post-secondary educational institutions who have received an offer of employment in a skilled position from a BC company. The BC Skills Immigration Ranking System assigns points to eligible candidates, and only those with the highest competitive ranking are asked to apply for the PNP.
BC International Graduate
The British Columbia International Post-Graduate Track is intended for recent graduates with a Master’s or Doctoral degree from a British Columbia qualifying institution. This pathway is only available to particular schools and programs. If a foreign national fits the program’s standards, he or she may apply at any time.
BC Entry-Level and Semi-Skilled
The British Columbia Entry Level and Semi-Skilled Worker (ELSS) stream is intended for persons having 9 months of work experience in a low-skilled occupation in BC and a job offer from a BC business. To be eligible, the worker must have worked in one of the target occupations or in a specific geographical location of the province. The BC Skills Immigration Ranking System assigns points to eligible candidates, and only those with the highest competitive ranking are asked to apply for the PNP. Candidates who qualify for this stream are not eligible to apply through Express Entry.
