Low-Skilled and Unskilled Workers Pathways to Canada | Canada Work Permit
According to the Wall Street Journal, Canada is experiencing a labor shortage of low-skilled and unskilled workers. This is primarily due to Canada’s current merit-based immigration system, which prioritizes immigrants who are well-educated and highly skilled in their respective fields. While this is certainly important for Canadian economic growth, there is little doubt that the country also needs more workers with low skill levels. However, for low-skilled workers, navigating the visa procedure can be tough. That’s why we’re here to help. In this post, we will look at how to work as a low-skilled worker in Canada, as well as the different types of jobs available to unskilled or low-skilled immigrants.
Moving to Canada on a Temporary Foreign Worker Visa
The Temporary Foreign Worker Program is the first choice for unskilled and semi-skilled workers wishing to work in Canada.
This allows foreign workers to live and work in Canada for a certain time (typically two years). You can also apply for a new work permit or have your existing permission extended. This, however, is dependent on your employers and the job offer you received. To be eligible for this visa, you must meet the following requirements:
- Have documented proof of the job offer you got from a Canadian business.
- Have a Labour Market Impact Assessment (LMIA) that has been authorized. The Department of Employment and Social Development Canada provides this to your company.
- Show the immigration official that you will only be in Canada for a short time and will leave at the end of your employment tenure. You must also be able to persuade the officer that there are compelling grounds for you to return to your own country.
- Provide proof that you meet the employment requirements. This can include past work experience, job-specific training (up to two years), and educational qualifications (often a high school graduation).
- You must be in excellent health and have no criminal background.
- Check that all documents are written in English or French.
- Demonstrate that you do not endanger the country’s security.
- Provide proof that you have enough money to cover your stay in Canada.
Your employer will be in charge of the following:
- Obtaining an LMIA
- Paying for your airfare (both arrival and departure)
- Assisting in the search for suitable and economical lodging
- Providing short-term medical insurance
- Obtaining registration in a provincial workplace safety insurance plan
Immigration to Canada Under the Provincial Nominee Program
There is currently no government scheme that allows foreigners working in low or semi-skilled employment in Canada to obtain permanent residence.
However, depending on their conditions, you may be eligible for residency through a Provincial Nominee Program hosted by a Canadian province. We will explore your choices for immigration to Canada through the provincial nominee program, which is available in two significant provinces: British Columbia and Ontario. They are as follows:
1. Qualifying Under the Entry Level and Semi-skilled Worker Category (British Columbia)
British Columbia offers permanent residency nominations under the BC PNP entry-level and semi-skilled worker categories. Transportation, manufacturing, food & beverage, and hospitality are all professions. These nominations are made to assist Canadian employers during times of urgent labor shortages. The following are the requirements:
- You must have a current work permit.
- You must have at least 9 months of job experience in British Columbia.
- You must have a legitimate job offer for full-time work from a British Columbia firm.
- You must demonstrate CLB Level 4 or higher (Canadian Language Benchmark) fluency in English or French.
- Your work experience must be related to one of the ELSS In-Demand Occupations. These currently include hotel front desk clerks, tour and travel guides, casino employees, outdoor sport and recreational guides, bartenders, and restaurant waiters.
If you meet these conditions, you can have your profile registered on the British Columbia Provincial Nominee Program (BC PNP) online immigration portal. After that, you will be given a score and a ranking. The top-ranking candidates will be invited to apply for residency. You have 30 days after getting the invitation to submit your full residency application. If your application is approved, a provincial nomination for permanent residency will be sent to you.
After that, you will have six months to make your formal application for permanent residency. The fee for applying for permanent status under this category is currently 700 Canadian dollars. You must also determine whether your company is qualified and willing to support your residency application.
2. Qualifying for the Northeast Pilot Project (British Columbia)
If you are thinking about coming to Canada as an unskilled worker, you should look into the Northeast Pilot Project. This project is part of British Columbia’s Provincial Nominee Program. You can apply for this program if you have worked as a low-skilled or semi-skilled worker in British Columbia. To be eligible, you must:
- Be employed in the Northeast Development Region right now.
- Have a secondary school diploma or occupational training
- Have no employment authorization under the federal Live-In Caregiver program
- Meet all of the requirements for the Entry-level and Semi-Skilled Worker categories.
This program offers occupations such as mine service employees, machine operators, heavy equipment operators, retail sales clerks, and more.
Employer Job Offer: In-Demand Skills Stream (Ontario)
This program permits foreign employees who qualify for certain in-demand occupations to work and live in Ontario permanently. To apply for this program, you must first:
- Have a job offer in Ontario for a permanent, full-time role.
- Have at least 9 months of work experience in Ontario (experience must be relevant to the in-demand occupation).
- You must be fluent in English or French (CLB level 4).
- Possess a high school diploma
- Have enough money to support yourself and your family while living in Canada.
- Demonstrate your plan to stay in Ontario after obtaining permanent residency.
Truck drivers, heavy equipment operators, farmers, industrial butchers and meat cutters, construction workers, nursing aides, home support workers, greenhouse workers, and commercial/residential servicemen are among the employment available through this program.

There are a few provincial programs that allow foreign workers to apply for residency in Canada as unskilled, low-skilled, or semi-skilled workers. The industries or sectors in which these workers are needed vary according to province. You can apply under the Temporary Foreign Worker Program to live and work in Canada for a limited time.
However, under this method, immigration to Canada may be challenging. Unskilled workers can also apply for permanent residency through the British Columbia Nominee Program’s Entry Level and Semi-skilled Worker categories. You can also apply to the Northeast Pilot Project (British Columbia) and the In-Demand Skills Stream program (Ontario) for residency.
