Job Title: Major Works & Class Special Survey Engineer
Position Overview
Tullow Oil presents a unique contract opportunity within our Ghana Business Unit. We are recruiting a dynamic and experienced Major Works & Class Special Survey Engineer for a twelve-month assignment at our Accra office. This critical role focuses on the meticulous technical planning required for non-routine maintenance and major asset interventions, directly supporting our offshore operations and strategic asset integrity goals.
Job Purpose
Reporting directly to the Major Works & Special Survey Lead, you will hold full accountability for developing execution ready work packs. Your core mandate is the comprehensive planning of assigned scopes, including detailed methodology definition, risk assessment, and resource specification. Importantly, this is a planning function, not a scheduling role. You will ensure every prerequisite for safe and efficient offshore execution is in place, thereby eliminating avoidable delays and safety risks. Ultimately, you act as the single point of contact for assigned scopes, guaranteeing readiness within the 28-day and 120-day planning horizons.
Key Roles and Core Responsibilities
Your responsibilities will span several critical domains:
- EHS Leadership: You will personally uphold and champion all Company EHS policies. Furthermore, you will ensure contractor compliance with safe work practices and actively escalate any safety concerns.
- Planning and Execution Readiness: You will guarantee assigned tasks are fully defined, resourced, and compliant for offshore execution. This involves attending key planning meetings, reviewing work packs for constructability, and confirming final readiness before any mobilization.
- Contractor and Vendor Coordination: You will manage interfaces with subcontractors, holding them accountable for timely material and service delivery. Additionally, you will liaise with onshore contractors to align fabrication and pre-assembly works with technical requirements.
- Technical Scope Development: Working closely with Subject Matter Experts, you will define robust execution scopes and resolve technical uncertainties. You will also provide ongoing technical clarification to offshore execution teams during campaigns.
- Supply Chain and Logistics Support: You will clearly communicate scope priorities and material criticality to procurement and logistics teams. Proactively expediting materials to protect the execution schedule is another key duty.
- Change and Risk Management: You will identify requirements for formal Management of Change (MOC) processes. Moreover, you will escalate any identified schedule or cost risks associated with planning or execution constraints promptly.
- Knowledge Sharing: You will act transparently, sharing knowledge and actively supporting the mentorship and development of junior staff and localization designates.
Required Experience and Education
- A Bachelor of Science degree in a relevant Engineering discipline or an equivalent vocational qualification.
- A minimum of ten years of direct experience in a similar planning role within the offshore oil and gas industry.
- Proven involvement in non-routine maintenance, major works, or campaign-based execution activities on FPSO vessels or similar offshore assets.
- A strong working knowledge of FPSO systems, marine operations, and the inherent constraints of offshore execution.
- Experience supporting classification society scopes, such as ABS Special Surveys, and brownfield modification projects.
- Broad multi-disciplinary trade knowledge to effectively review contractor methodologies.
- Proficiency with Computerised Maintenance Management Systems, with IBM Maximo experience considered a strong asset.
- A solid understanding of applicable industry standards, including API, ABS, and ASME codes.
- Demonstrated ability to work under tight deadlines, manage dynamic change, and maintain rigorous operational discipline.
