Job Title: Director of Works and Physical Development

The Position
The University is seeking an accomplished professional for the role of Director of Works and Physical Development. This senior executive will provide strategic leadership and comprehensive oversight for the planning, development, construction, and maintenance of the University’s entire physical estate. The Director will lead four core divisions: Physical Development & Housing, the Development Office, Grounds & Environmental Services, and Estate Organization, ensuring integrated and efficient operations across all functions.
Key Responsibilities
The Director will hold ultimate responsibility for the University’s infrastructure strategy and its execution. Key duties include:
- First, you will provide strategic supervision for all construction works and contracts, ensuring projects align with industry standards and the specific needs of the University community.
- Then, you will manage the full lifecycle of construction contracts, guaranteeing timely delivery, budget compliance, and adherence to quality specifications.
- Also, a central duty involves collaborating with the Procurement Unit to secure technical consultancy services in full compliance with national laws and University statutes.
- Furthermore, you will oversee the management, maintenance, and record-keeping for all physical infrastructure, including buildings, roads, drainage systems, and landscaped gardens.
- You will also manage the acquisition and allocation of staff housing based on committee recommendations and oversee the construction and upkeep of student residential facilities.
- Additionally, you will control land use, maintain all land transaction records, and provide professional valuation services.
- Afterwards, you will direct campus-wide waste management, environmental health, fumigation, and pest control services.
- Finally, you will provide visionary leadership to the divisional teams, fostering a culture of excellence, accountability, and continuous improvement.
Qualifications & Experience
The ideal candidate will be a seasoned leader with a distinguished career in infrastructure management:
- A minimum of a Master’s degree in a Built Environment field (e.g., Civil Engineering, Architecture, Estate Management) supplemented by a relevant professional certification.
- At least six years of experience in a Deputy Director or equivalent senior management role within the works and physical development department of a university or a comparable large institution.
- Demonstrated proficiency in relevant computer applications for project management, design, and administrative oversight.
- Proven strategic vision, exceptional managerial skill, and a deep understanding of contract law, procurement, and estate management.
Terms of Appointment
This is a senior administrative appointment with an initial term of four years.
- Subject to successful performance and formal application, the position may be renewed for one further term of up to four years, provided the appointment does not extend beyond the compulsory retirement age.
- The Governing Council will determine the specific, attractive remuneration and conditions of service in accordance with the Technical Universities Act (Act 922) and the Statutes of Kumasi Technical University.
