POSITION: Operations Officer (WASOP)
Reporting Lines
The Operations Officer (WASOP) reports to the FAO Fisheries Technical Adviser for comprehensive guidance on issues concerning policy, governance, and management assistance in the fisheries sector. The Operations Officer (WASOP) will work alongside the WASOP project team, the CECAF Secretariat and related technical personnel, in addition to the FAO Subregional Office for West Africa (SFW) and Fisheries and Aquaculture Division (NFI), as needed.
Technical Emphasis
- Direct and manage the operational support activities of the field program, encompassing emergency, rehabilitation, and development initiatives at local, regional, and global levels.
- Reporting on projects, enhancing operational effectiveness, and coordinating logistics between FAO and different organizations, concentrating on the West Africa area and familiarity with the Economic Community of West African States (ECOWAS) frameworks. Following FAO’s unified vision regarding sustainable food and agriculture, FAO’s Strategic Objectives, and operational directives to improve cooperation and effectiveness in regional fisheries initiatives within Western Africa.

Essential Roles
- Organizes project task force meetings and offers secretarial assistance.
- Examines and oversees the project budget, prepares requests and modifications as needed, tracks and monitors budget spending and resources, and analyzes project transaction reports to detect accounting errors related to budget categories.
- Prepares and delivers the Project Implementation Reports along with any additional reports requested by the Organization.
- Compiles analytical reports on project outcomes as needed.
- Coordinates efforts regarding the finalization of field projects and ensures prompt and sufficient reporting, including the recognition of project follow-up needs.
- Aids in developing project proposals in line with FAO’s guidelines and prepares project documents for technical validation and final endorsement under various funding agreements.
- Carries out additional tasks as needed.
Particular Functions
- Directs and manages the project’s operational tasks, working with project staff, consultants, the Lead Technical Officer, and overseeing project resources to guarantee effective administration and execution of all project activities.
- Oversees administrative personnel and advisors, while managing project facilities and equipment to guarantee efficient utilization and upkeep
- Creates, oversees, and revises the project’s operational work plan, which encompasses detailed budgeting and financial management strategies, and drafts the Terms of Reference for hiring personnel/consultants.
- Oversees logistical planning for training events, such as budgeting for hired consultants, determining participants, and choosing locations.
- Prepares, submits, and supervises the creation of progress reports, financial reports, and the draft terminal report of the project, guaranteeing precise financial documentation and reporting.
- Revises and evaluates operational and financial reports created by staff and consultants, guaranteeing clarity, precision, and adherence to donor and organizational standards.
- Aids in reporting to co-financing donors by offering essential operational and financial data while ensuring that all required reports are submitted on time.

Minimum Requirements
- Postgraduate degree (Master’s degree or equivalent) in public or business administration, finance, accounting, economics, social sciences, or another area pertinent to the FAO mandate.
- Five years of applicable experience in operations/project management and support.
- Proficient in English (level C) and possesses intermediate skills (level B) in another FAO official language (Arabic, Chinese, French, Russian, or Spanish).

- Desirable is work experience in multiple locations or sectors, especially in field roles.
- Scope and significance of experience in program/project design, evaluation, planning, and execution.
- Knowledge of FAO policies and programs is regarded as a significant advantage.
- Scope and importance of experience in aiding the formation and upkeep of collaborations with UN organizations, Regional Fisheries Bodies, NGOs, and donor and government entities and agencies.
- Familiarity and experience working in the CECAF region, ECOWAS, and/or the Canary Current Large Marine Ecosystem and the Gulf of Guinea Large Marine Ecosystem are preferred.
- Having intermediate knowledge (intermediate proficiency – level B) in Portuguese, Spanish, and/or French is regarded as an advantage.
- Scope and significance of experience in assisting, advising, and overseeing the execution of intricate multi-party projects.
- Level of expertise in project formulation, execution, and oversight.
- Knowledge of UN administrative, operational, and financial protocols is beneficial
