Role Summary
TBI’s Government Innovation and Digital Transformation team helps political leaders use technology to build more strategic, efficient, and data-driven governments. As artificial intelligence (AI) and machine learning evolve rapidly, governments face new opportunities and challenges. TBI works with leaders to identify responsible, scalable uses of AI and design the systems needed to make them work.
To strengthen this work, TBI is expanding its global team of Senior Advisors on Artificial Intelligence within the Global Client Solutions (GCS) unit. GCS is TBI’s centre of excellence for innovation, policy, and delivery, providing advanced tools and insights to support digital transformation.
We are looking for professionals who understand both AI technology and the way governments operate. The right candidate will have strong political awareness and the ability to engage senior officials on how AI can transform public services. You should be able to connect technical knowledge with political strategy, whether it involves shaping regulation, developing investment plans, or co-designing AI-powered solutions with delivery partners.
This position sits within the Government Innovation Team in GCS. It reports to the Senior Advisor coordinating AI advisory services, in collaboration with the Senior Director for Government Innovation and AI. You will work closely with TBI’s country teams to design projects, support implementation, and engage with government partners.
Collaboration Across the Institute
You will work with:
- Other advisors in GCS and the Government Innovation Team to align country engagements and ensure long-term impact.
- Country teams and embedded advisors to tailor AI solutions for national priorities.
- Policy and Politics colleagues to link AI strategy with practical implementation.
- Partnerships and Initiatives teams to build alliances that advance TBI’s mission.
- Strategic Communications teams to share insights and successes with global audiences.
Key Responsibilities
Core Purpose
This senior role requires an experienced professional who can help governments use data, AI, and advanced technologies to achieve real results. You should be able to turn creative ideas into actionable plans that drive efficiency, growth, and innovation.
Offer and Solution Development
- Develop and refine TBI’s AI tools, frameworks, and best practices for governments.
- Integrate AI into wider digital public service initiatives such as identity systems, data infrastructure, and sector innovation.
- Contribute to designing governance models and regulatory approaches that ensure responsible AI use.
- Translate emerging research and innovation into practical strategies for governments.
- Advise on building national capabilities and workforce skills for AI.
Project Design and Delivery
- Identify high-impact AI opportunities in collaboration with country teams.
- Support governments and partners from concept to execution.
- Provide advice on key success factors such as data policies, procurement, and agile governance.
- Offer technical guidance and strategic support to overcome implementation challenges.
External Engagement and Partnerships
- Represent TBI in discussions with ministers, donors, and industry leaders.
- Build relationships with technology companies, startups, and institutions to expand the reach of TBI’s work.
- Strengthen TBI’s position as a trusted advisor at the intersection of AI, policy, and government delivery.
Enabling Systems
- Build internal expertise on AI through training, tools, and knowledge sharing.
- Capture lessons from implementation and scale successful approaches across regions.
- Help country teams strengthen their ability to advise on AI policy and deployment.
Person Specification
We are seeking experienced and credible AI advisors who can combine global insight, technical fluency, and public sector understanding. You do not need to be a software developer, but must understand how AI works, what is required for its effective use, and how to shape strategy and policy around it.
Essential Requirements
- Proven experience leading or advising on multiple AI or data-driven projects across different sectors or countries.
- Strong background in advising senior government or public-sector leaders, either directly or through consultancy roles.
- Solid understanding of AI and machine learning concepts, including large language models and responsible AI practices.
- Awareness of cloud computing, data privacy, and digital sovereignty issues.
- Excellent communication skills with the ability to simplify complex topics for non-technical audiences.
- Strategic mindset with strong execution skills.
- Experience working across diverse political systems and regions.
- Willingness to travel internationally (up to 30%) to support projects and external engagements.
Desirable Attributes
- Experience in technology ecosystems in Africa, Latin America, or Southeast Asia.
- Background in AI regulation, digital policy, or government transformation.
- Multilingual, ideally in French, Spanish, or Portuguese.
- Experience building partnerships between governments, the private sector, and development organisations.
