Immigration Reform 2023: Bipartisan Immigration Bill Status | Dignity Act Update

The Dignity Act focuses on four policy areas: border security, undocumented immigrant legal status, citizenship paths, and reform to the US asylum rules. Millions of immigrants, both those already in the nation and those still on the way, would have a path to citizenship under a new bipartisan proposal.

According to the dignity initiative, 11 million persons could obtain legal status.

Why the Dignity Program?

According to Maria Elvira Salazar, the US seeks to restore dignity to numerous oppressed groups in this nation. She began by stating that the US Border Patrol needed to be treated with decency because they were overworked and underpaid. The corporate world then battled to fill open positions and finally provide respect to the millions of undocumented workers who are doing the duties that other individuals are eager to do but are invisible to most Americans.

Benefits of the Program

If approved by Congress and into law, the proposal would give millions of immigrants a route to citizenship. The dignity status is available for seven years to anyone who has lived in the US for five years without a criminal record.

Such people can work anyplace in the nation and won’t lose their assets or be deported. Recipients of the dignity program would be free to visit family in their native nations and return. However, neither government aid nor health insurance would be available to them.

Those participating in the scheme on payroll would instead be assessed a 1.5% fee to pay their way to citizenship instead of paying a 7% federal payroll tax that pays federal benefits the immigrants won’t be able to enjoy.

Requirements

  • For the program to acquire legal status, immigrants would need to pay $5,000 over seven years.
  • Also, pass a criminal background investigation.
  • Additionally, settle back taxes owed and continue to pay taxes during their stay in the nation.

Tens of billions of dollars will come from such fees, which will go toward border security and retraining programs for US residents to make up for any jobs lost to legal immigrants. The bill wouldn’t need tax increases since it would fund itself.

Citizenship Under the Dignity Program

If you wish to become an American after serving seven years in dignity, you can choose the Redemption Path. Receivers of the dignity program would have the option to apply for citizenship after spending an additional $5,000 over five years.
Additionally, acquiring English proficiency and contributing an extra $5,000 or performing community service.

The Government Accountability Office (GAO) must certify that the border is safe before someone is allowed to become an American, according to a clause in the Dignity Act. Before citizenship pathways could be opened, the nonpartisan GAO would have to certify that the border had been secure for a period of 12 months.

According to the plan, a 90% apprehension rate of migrants attempting to breach the Southern border of the United States would constitute a secure border.

Another clause would give participants in the dignity program a road to citizenship if they enlist in the US military. Agricultural laborers who lack legal status would also be able to apply for permanent residence.

Border Security Measures

The bill’s border security measures are focused on increasing the number of border patrol agents, providing cash for new equipment, enhancing ports of entry by $10 billion, and providing funding to local governments and non-governmental groups on the border to assist them in controlling the flow of migrants.

Escobar’s office clarified that the measure excludes funding for the border wall. The bill allows the border patrol to utilize enhanced barriers under its provisions. The law aims to establish five regional processing centers in major Latin American countries. These centers would provide services to migrants and individuals seeking asylum.

A potential immigrant will be granted humanitarian visas to enter the US if officials decide they qualify for asylum.

Biden’s initiative led to the opening of around a hundred processing centers for immigrant applications. These centers are operational in multiple countries like the US, Spain, and Canada. Additionally, the plan allows the creation of humanitarian campuses near the US border. Migrants have a 60-day window to seek counsel and undergo asylum application interviews.
