Immigration Changes in Quebec: A Comprehensive Overview

The immigration landscape in Quebec has been significantly altered as a result of the implementation of a new by-law that has significantly altered the landscape. These modifications include a variety of approaches and policy revisions that will have an impact on a number of different immigration streams in Quebec. Let’s go deeper into the specifics of these updates and investigate the potential consequences they may have for people who are considering immigrating.

New Economic Pilot Streams Are Now Open

It was just recently announced that the province of Quebec will be restarting three pilot programs for long-term economic immigration. These programs will be implemented in the near future. The province has high hopes that it will be able to overcome the serious labor shortages that have been occurring within its borders by putting these schemes into action. Applications are presently being accepted for the following immigration streams, and they will start accepting submissions on November 23, 2023. These streams will continue to receive entries until December 31, 2024.

  • The pilot program for permanent immigration for workers in the food processing industry has a maximum of 600 applications.
  • There is a pilot program for permanent immigration for orderlies, with a maximum of 600 applications.
  • Workers in the fields of artificial intelligence, information technology, and visual effects are eligible to participate in a trial program for permanent immigration (with a maximum of seven hundred applications).

Although each of these programs has a distinct application time, it is anticipated that all three will come to an end on January 1, 2026, without any further extensions.

Changes in Economic Programs

The economic immigration policies of Quebec are going to be subjected to considerable changes in the not-too-distant future. Prospective participants in any and all economic immigration programs in Quebec are now required to provide evidence that they are proficient in French in order to be eligible for participation in these programs. According to the Quebec scale of French proficiency levels, applicants for the Quebec Experience Program (PEQ) and the Quebec Regular Skilled Worker Program (QSWP) will be required to demonstrate a level of linguistic fluency in spoken French that is at least seven. This requirement will make it possible for them to be considered for these programs.

As of November 23, all individuals who are interested in taking the PEQ will be expected to demonstrate that they have a level of proficiency in written French that is at least five. In addition, in order to be eligible for the university admission examination, applicants will be expected to provide evidence that they have either finished a program in French or that they have completed at least three years of secondary or post-secondary education through the medium of French.

In order to participate in these economic initiatives, spouses are now required to have an oral French skill level that is equivalent to level 4.

The Qualified Skilled Worker Selection Program (QWSP) is going to take the place of the Quebec Regular Skilled Worker Program (QSWP) on November 29th, which is when it is planned to go into force.

Alterations Made to Family Sponsorship

Beginning on November 23rd, sponsors are required to fill out and sign a welcome and integration plan in order to be eligible to sponsor an individual who is between the ages of 18 and 55 by participating in a family sponsorship program. This plan guarantees that the person who is being sponsored receives support in a variety of areas, such as preparing for their arrival in Quebec, gaining access to public services, fostering integration, and learning French.

Other Notable Changes

The province of Quebec has also introduced improvements to its business streams of immigration, which are set to take effect on January 1st, 2024. These modifications are in addition to the amendments that have been introduced. There has been a substantial shift in that all business streams, including the Investor Program, the Self-Employed Program, and the Entrepreneur Program, now need candidates to demonstrate that they are proficient in French. This is the most significant change that has occurred. These modifications also include necessary work permits, additional residence restrictions, and other variants. In addition, there are revisions that incorporate these.

Immigration to Quebec

When compared to the other provinces in Canada, Quebec stands out due to the fact that it has the highest amount of control over the number of immigrants and skilled workers that it welcomes on a yearly basis. To be more specific, this autonomy can be linked to the Quebec-Canada Accord, which provides the province with the authority to formulate immigration policies, programs, and quotas with a reduced level of oversight from the federal government.

According to the most recent immigration data collected in the state, it is predicted that Quebec will receive a minimum of 49,500 immigrants this year. Furthermore, it is anticipated that an additional 50,000 immigrants will enter the province in both 2024 and 2025. It is anticipated that this continuous influx of immigrants will continue throughout the years that will follow. Quebec’s immigration policy places an emphasis on economic immigration policies in a manner that is analogous to the strategy that is being implemented at the federal level. This is consistent with the strategy that is being implemented at the federal level. The number of new international workers with specialized talents that will be hired annually is anticipated to reach approximately 32,000 between the years 2023 and 2025, according to estimates.
