Free the Slaves (FTS) is a nonprofit, nonpartisan organization dedicated to ending human trafficking and modern slavery worldwide – with a focus on dismantling the economic, political and social systems that allow slavery to persist. We combine world-class research, innovative frontline community activism, targeted advocacy and compelling communications to alert the world that slavery still exists but can be overcome.
We work with grassroots organizations to free people from slavery and help them rebuild their lives. We record and share survivor stories so people in power can see slavery and be inspired to work for freedom. We enlist businesses to clean slavery out of their product supply chains and empower consumers to avoid slavery-tainted products.
We work with governments to implement effective anti-slavery laws and hold them to their commitments. We research what works and what does not, so that resources can be efficiently focused. Free the Slaves has worked in Ghana for 15 years, and established a formal field office presence in Ghana in late 2013. The Ghana office works to address child labor slavery, human trafficking and sexual exploitation in informal mining and fishing communities, in collaboration with Ghanaian civil society organizations.
Free the Slaves collaborates with and advocates to relevant agencies of the Ghana government to strengthen the government’s ability to respond to modern slavery. Free the Slaves also collaborates with broader development and human rights organizations to incorporate anti-trafficking efforts.

Job Description
Growing Up Free
In 2015, Ghana and the United States of America signed a five-year Child Protection Compact (CPC) partnership to strengthen the efforts of the government of Ghana and civil society organizations to address child trafficking, including forced labor and child sex trafficking. As part of the CPC partnership, Free the Slaves has collaborated with International Needs Ghana and other shelter partners to implement a seven-year project entitled “Growing Up Free: An effective response to end child trafficking in Ghana.”
The goal of the project is to enhance the effectiveness of efforts in combatting child trafficking and slavery in 34 communities over the original four-year period in six districts in the Greater Accra, Volta and Central Regions of Ghana.
In September 2019, the U.S. Department of State Office to Monitor and Combat Trafficking in Persons (J/TIP) awarded a cost extension to FTS to scale-up the Growing Up Free project to 26 new communities and six districts throughout the Greater Accra, Oti, Eastern, and Bono East Regions which further extended the project to August 2022.
The Growing Up Free Project has three objectives:
- An increased number of child trafficking victims in 10 districts and 60 communities in six regions receive comprehensive, gender-sensitive, trauma-informed care and case management services with appropriate community integration and follow up (Protection)
- Families of children rescued through this program and identified as at-risk in program communities will be able to provide for the basic needs of their children, including shelter, food, healthcare, and education. FTS and partners provide capacity strengthening and empowerment of the social welfare and community development workforce, particularly at the district level (Protection).
- To increase awareness and knowledge of child trafficking in Ghana in order to prevent and respond to child trafficking in the target communities (Prevention)
Consultancy Objective
The main objective of the consultancy is to conduct a thorough assessment of the child labour trafficking, and commercial sexual exploitation in the 26 new intervention communities and in selected control communities that did not benefit from program implementation across six districts, including the community- and district- level structures already in place to prevent and respond to child trafficking.
Consultant Responsibilities
- Conduct a desk review (i.e., review existing project documents, including theory of change, performance monitoring data, and related materials)
- Develop evaluation methodology (including sampling methods and a representative sample size)
- Design the evaluation tools by combining observation visits, with different types of interviews, questionnaires and group discussion to be applied to different stakeholders.
- Collect and analyze quantitative and qualitative data
- Draft the impact evaluation report to be submitted to FTS in order to receive feedback and incorporate edits
- Finalize the impact evaluation report
FTS Responsibilities
- Ensure appropriate funds are advanced to the consultant per mode of payment in contract
- Allocate relevant staff to support any training of field enumerators
- Review of field guide and data collection tools
- Participate in pilot testing tools or field guide for data collection
- Link consultant to implementing partners for project documents as well as to contact stakeholders for needed information
Expected Timeframe
The consultant is expected to start work in February 2022 and submit the final impact assessment report in May 2022. Specific timelines for work schedule would be discussed and finalized with the consultant.
Target Areas
The Growing Up Free project extension covers 26 communities in eight districts in Greater, Oti, Bono East and Eastern Regions of Ghana. The selected districts are fishing, and farming communities and the population is predominantly migrants from other regions and neighboring communities.
Outputs/Deliverables
The consultant will submit to FTS:
A draft and final impact assessment report that includes but not limited to the following sections:
- Table of Contents
- Acknowledgments
- List of Acronyms
- Definitions
- Executive Summary, providing an overview of the evaluation and summary of main findings and recommendations
- Impact Objectives
- Methodology and Limitations
- Findings
- Lessons Learned and Good Practices
- Conclusions and Recommendations
- Annexes, including list of interviews/meetings, research tools (e.g. questionnaires), site visits, and documents reviewed, TOR, charts, graphs, and other visuals, tables, data analysis, etc.
The organizational format for the presentation of findings, lessons learned, conclusions, recommendations etc. of the report is at the discretion of the consultant. The first draft of the report will be circulated by the consultant to key stakeholders individually for their review.
Comments from stakeholders will be consolidated and incorporated into the final report as appropriate and the evaluator will provide a response to each stakeholder on why any comments may not have been incorporated.
While the substantive content of the findings, conclusions, and recommendations of the report shall be determined by the consultant, the report is subject to final approval by FTS in terms of whether or not the report meets the conditions of the contract. A first draft is due to FTS no later than 5th June 2022, and a final draft is due no later than 14 days after receipt of comments from FTS. All reports including drafts will be written in English.
Required Skills or Experience
The evaluator is expected to have the following competencies and expertise:
- A strong background in social science/ or related field of study with solid experience in conducting program evaluations.
- An advanced degree, at least a Masters in a relevant field is compulsory.
- A minimum of three years working experience in a similar consultancy.
- A demonstrated high level of professionalism and an ability to work independently and under high-pressure situations within tight deadlines.
- Demonstrated experience and expertise in designing and managing impact evaluation assessments for similar projects, delivering agreed outputs on time and within budget.
- Broad knowledge and understanding of child trafficking issues, evaluation and social research.
- Experience in working with local communities and non-governmental organizations.
- Excellent writing, reporting and organizational skills with a keen eye to detail.
- Fluency in English and Ghanaian languages in project regions both orally and written

The impact evaluation will use qualitative methods design: focus group discussions, most significant change stories, key informant interview.
Applicants must submit a detailed methodological proposal, including a sample size of program communities and of control communities, stated research techniques and tools, as well as a detailed work plan with a time schedule and a detailed budge not exceeding $25,000.
The proposal should include, at minimum, the following sections:
- Evaluation Methodology and Approach
- Sampling (choice of sites, sample size, factors).
- Potential Challenges
- Data Collection Methods / Tools (e.g., FGDs, IDIs, etc.).
- Timetable and Work Plan (including a time schedule (bar chart) showing the time proposed to undertake the activities indicated in the work plan).
- Expected Outputs/Deliverables.
- Budget.
