POSITION: Senior Project Advisor
GIZ Ghana is seeking a Senior Project Advisor to serve as Technical Advisor to the Sekondi Takoradi Metropolitan Assembly under the C40 Cities Finance Facility. If you have deep experience in organic waste treatment, bio digestion, and public administration, this role offers the opportunity to shape a project with significant climate, social, and economic impact.

The Project: A Bold Vision for Waste
The Sekondi Takoradi Metropolitan Assembly has applied to the C40 Cities Finance Facility for support in structuring the Integrated Waste Bio Digestion and Recycling Project. This ambitious initiative aims to:
- Divert at least 80% of municipal solid waste from landfills through recovery and recycling
- Establish a biodigester processing around 100 tonnes of organic waste per day
- Build a material recovery facility at the Sofokrom landfill site
- Implement a city wide three bin waste separation system for households and businesses
The project will reduce greenhouse gas emissions, prevent drain blockages and flooding, reduce plastic leakage into the ocean, and improve community health. Additionally, it will create green and safe jobs for informal waste workers and women while generating economic opportunities across the waste sector.
Your Mission: Bridge City, Consultants, and Partners
You will serve as the technical advisor to the STMA administration, working in close coordination with the global CFF team while liaising with GIZ and C40 programmes in Ghana. Your ability to build trust, coordinate diverse stakeholders, and deliver technical assistance will determine the project’s success.
Key Responsibilities
Your role spans stakeholder coordination, technical support, procurement oversight, reporting, and knowledge management. Here is what you will tackle:
Coordination & Relationship Building
- You will serve as the focal point between the STMA administration, national and international consultants, and implementing agencies located in Accra, London, South Africa, and Germany.
- Building an effective working relationship between CFF and the STMA team based on mutual trust and respect sets the foundation for collaboration.
Technical Assistance & Capacity Development
- You will support the STMA administration in identifying and delivering technical assistance and capacity development measures that strengthen local ownership.
- Supporting the city project team in developing Terms of Reference for national and international technical consultants ensures clear scopes of work.
Procurement & Quality Control
- You will support GIZ in procuring local and international consultancy services while supervising deliverable quality on a day to day basis.
- Providing technical guidance to CFF technical advisors and consultants keeps everyone aligned and effective.
Reporting & Monitoring
- Leading the reporting on project objectives and indicators tracks progress toward our ambitious goals.
- Identifying and facilitating additional technical support when needed keeps the project on track.
Knowledge Management & Stakeholder Engagement
- Supporting the city administration to document and disseminate learning with other cities contributes to broader impact.
- Contributing to the development of tools and knowledge products strengthens the CFF offering for future cities.
- Acting as an advisor to the city in meetings with potential funders and stakeholders positions the project for financial close.
Confidentiality
- Maintaining strict confidentiality of information and documentation obtained from the city and CFF protects all parties.
What You Bring to the Role
We are looking for a candidate with the right qualifications, experience, and competencies. Here is what you need:
Education
- A Master’s degree in Environmental Engineering and Management, Finance, Climate Change, Environmental Science, or a related field.
Experience
- At least five years of professional experience in public administration with strong understanding of local government structures and administrative processes at municipal and national levels in Ghana.
- Proven experience in project development and financial progression, preferably within waste financing or climate focused urban infrastructure projects.
- At least eight years of work experience in waste management, organic waste treatment, bio digestion, or infrastructure project development.
- Demonstrated experience working with community organisations or the informal sector in waste management gives you an advantage.
- Proven ability to lead multidisciplinary teams and manage stakeholder relationships.
- Experience working with development finance institutions and donor funded projects.
Skills
- Strong networking abilities.
- Excellent communication skills for engaging diverse stakeholders.
Location
This position is based in Accra with regular engagement in Sekondi Takoradi.
