JOB TITLE: Regional Logistics Officer
Job Overview
The Regional Logistics Officer will mainly offer technical assistance to the Regional Health Administration (RHAs) for executing prioritized supply chain interventions. The Officer will plan, manage, and support the execution of health commodities supply chain tasks at the regional level in partnership with Ghana Health Service (GHS), Ministry of Health (MOH) Headquarters, and Implementing Partners (IPs).
The officer will primarily assist the Regional Health Administration in: executing the Ghana Integrated Logistics Management Information System (GhiLMIS), standardizing and expanding last mile distribution (LMD), managing inventory of program commodities, collecting and analyzing logistics data to guide supply chain choices at the regional level, conducting bi-monthly distributions at the central level, offering focused supportive oversight to lower-tier health facilities, and fulfilling related reporting obligations.
Responsibilities and Tasks (GhiLMIS Execution)
Data Validation for Onboarding
- Assist and guarantee the gathering and integration of precise data from Health Facilities for On-Boarding.
- Confirm the accuracy of data gathered for onboarding to maintain data integrity and consistency within the GhiLMIS solution.
Stock Control
- Collaborate with RMS managers to organize and carry out cycle counts for all commodities according to the predetermined regional timetable.
- Offer assistance with modifications (if applicable) and completion of cycle counts (inventory checks) to guarantee precise information.
- Collaborate closely with RMS Managers and program coordinators at the regional level to place orders for program goods from the central level.
Produce Reports
- Ensure that essential reports, such as inventory and stock status reports, are produced from the system to aid management decisions.
- Create reports for auditing needs and monitor system usage.
- Assist in the design and development of new reports to enhance efficiency.
Guarantee system usage
- Perform regular assessments of system utilization and offer insights to the GhiLMIS team.
- Review system usage analytics report with relevant stakeholders and assist in creating mitigation strategies.
- Carry out supportive supervision to give end-users practical training to guarantee system usability and offer functional assistance in resolving functionality and viability concerns.
- Offer guidance to users regarding the system’s utilization and respond to any major concerns and inquiries they might have. The supervision will also help in determining which locations might require additional support after training.
Deliver Helpdesk Assistance
- Utilize technical knowledge to offer prompt assistance to users, ensuring a uniform approach to addressing urgent needs, incidents and technical problems, service requests, status updates, and communication of changes pertaining to GhiLMIS.
- Offer basic support by logging GhiLMIS issues into the GhiLMIS Help Desk, prioritizing them, diagnosing, and resolving simple problems.
Encourage Data Utilization at Origin
- Assist users in examining data produced by the GhiLMIS to enhance efficiencies and facilitate timely actions and decision-making.
Assistance with Analytics
- Create and uphold a supportive atmosphere that offers usability analytics to greatly enhance data visibility and integrity, ensuring that GhiLMIS data is leveraged for informed decision-making.
- Enhance supply and demand forecasting, improve transportation efficiency, manage inventory expenses, and reduce risks that could result in stockouts, expirations, and waste.
- Utilize GhiLMIS analytic tools to deliver insights for regional technical working group meetings.
Tasks and Obligations (General)
- Assist in maintaining an operational regional supply chain coordinating committee and organize regular meetings for the committee.
- Assist and oversee the application of LMD in the region while offering technical support for the execution of the LMD standardized framework, including tasks related to assessing commodity volume in relation to the LMD initiative.
- Offer technical assistance in supply chain management to the RHA and RMS to enhance lower-level health systems strengthening efforts via consistent targeted supportive supervision for districts and service delivery locations.
- Assist the RMSs and healthcare facilities in the designated region to compile and present precise and prompt inventory and stock status reports, including essential recommendations to Programs (NACP, NMCP, FHD, TB) and specified regional and central stakeholders. Likewise, communicate with the Programs and central level authorities to give feedback on reports submitted to the RMSs and relevant health facilities.
- Engage in overseeing the execution of particular innovations by GHS or USAID GHSC-PSM and other implementing partners, including efforts to enhance logistics management practices at lower tiers.
Make sure that the RHAs are:
- Consistently involved in logistics management matters.
- Engaged in oversight, observation, and skill development initiatives.
- Focus on enhancing logistics management in their regional action plans and financial allocations.
- Engage in forecasting, estimating, and planning for the procurement of health commodities.
- Any additional tasks given by the Supervisor.
Required Skills and Qualifications:
- An undergraduate degree in health, supply chain, or a business-related field.
- At least 5 years of professional experience in supply chain management, encompassing order management, inventory oversight, warehousing/storage, and product distribution.
- Skills in data analysis, reporting, and presentation.
- Proven experience in delivering top-tier logistical support, with a demonstrated capability to independently communicate and establish strong working relationships with senior officials and stakeholders, is essential.
- Strong comprehension of Ghana’s Public Health Value Chain.
- Outstanding communication abilities with the capability to facilitate meetings.
- Ingenuity and a willingness to assist those in need.
- Exceptional skills in diplomacy, interpersonal relations, communication, and presentations.
- The capacity to operate autonomously or collaboratively within a team is essential.
- Should be capable of adapting to and assisting with new and rapidly evolving technologies.
- Capability to perform under stress.
- Should possess a strong grasp of the English language.
Location: This is a permanent role situated in Takoradi (Western Region), Ghana, requiring occasional travel across the nation.
