POSITION: Senior Technical Advisor

Job Summary

Chemonics International is seeking a Senior Technical Advisor and Team Lead to join our GHSC‑PSM project in Ghana. This is your opportunity to strengthen health systems and ensure life saving commodities reach those who need them most.

This role sits at the heart of Ghana’s public health supply chain. You will provide high level technical direction, working closely with the Ministry of Health and Ghana Health Service. Your focus will span HIV, malaria, TB, and nutrition programs. You will drive the implementation of the national Supply Chain Master Plan and improve systems from the central level down to districts and teaching hospitals.

Responsibilities

You will lead technical support for supply chain governance, data visibility, and analytics. Moreover, you will ensure health products are available when and where patients need them. You will supervise embedded staff and build capacity across national and regional institutions.

Your day to day impact will include:

Providing Strategic Direction: You will shape the overall strategy for supply chain systems support. You will strengthen core functions, improve data reporting, and enhance accountability at every level.
Leading Government Engagement: You will serve as the primary liaison with the Ministry of Health’s Procurement and Supply Chain Directorate and the Ghana Health Service’s Supplies, Stores and Drug Management Division. You will support national and subnational coordination platforms.
Driving the Supply Chain Master Plan: You will oversee and guide the implementation of the SCMP 2025–2029. You will advance national policy initiatives and priorities.
Ensuring Data Driven Decisions: You will ensure routine, high quality data analytics for HIV, malaria, TB, and nutrition commodities. Your insights will guide critical supply chain decisions.
Championing Innovation: You will drive improvements in logistics management information systems. You will enhance data quality and stock visibility nationwide.
Assessing and Improving Systems: You will evaluate existing supply chains and recommend evidence based improvements. You will turn analysis into action.
Designing Technical Assistance Programs: You will oversee the creation and rollout of capacity building initiatives at central, regional, and district levels. You will develop standard operating procedures, technical manuals, and guidelines.
Strengthening Government Capacity: You will build MOH and GHS capabilities in pharmaceutical management, electronic information systems, quality assurance, and supply chain governance.
Representing the Project: You will attend technical meetings, working groups, and coordination fora. You will build relationships with government counterparts and development partners.
Contributing to Reporting and Learning: You will help prepare annual work plans, quarterly reports, and technical documents. You will document lessons learned and integrate them into ongoing adaptation.

Qualifications

You bring deep experience in supply chain strengthening within donor funded programs. Also, you understand the complexities of low resource settings and know how to navigate them. You lead with integrity and build trust across diverse stakeholders.

To succeed in this role, you will bring:

Advanced Education: A Master’s degree in health systems, pharmacy, public health, supply chain, or a related field. An advanced degree is preferred. A pharmacy degree gives you an advantage.
Data Expertise: A strong background in data management and analytics. Familiarity with data visualization tools is highly desirable.
Extensive Experience: At least ten years in supply chain systems strengthening or support, ideally within donor funded or development partner programs.
Program Management Skills: Proven experience managing complex U.S. Government or donor funded public health programs.
Stakeholder Engagement Ability: Demonstrated success working with government counterparts at national and regional levels.
Team Leadership: Experience supervising teams and delivering high quality, timely outputs.
Communication Excellence: Strong interpersonal skills and the ability to collaborate across cultures.
Political and Technical Savvy: Proven leadership and the ability to navigate complex technical and political environments.
Language Proficiency: Fluency in English is required.
