Australia’s New National Innovation Visa for Skilled Workers

On May 14, 2024, the Australian Government released its Federal Budget and Permanent Migration Program Levels for 2024-2025. This initiative will allocate 185,000 seats for migrants, with 70% reserved for skilled immigrants.

Furthermore, the budget proposes the creation of a new National Innovation Visa to replace the Global Talent Visa and Business Innovation and Investment Visa streams by the end of 2024. The National Innovation Visa aims to “target exceptionally talented migrants who will drive growth in sectors of national importance.”

This bill concludes the Business Innovation and Investment Visa Program (BIIP) and outlines actions to address post-pandemic challenges such as the impact on the rental market and inflation rates.

What is the Innovation Visa?

The Global Talent Visa program, which is scheduled to conclude in late 2024, will be replaced by the new National Innovation Visa. The Australian government’s objective is to focus on highly skilled migrants who can contribute to the growth of sectors that are of national importance.

The Innovation Visa will replace the Global Talent Visa.

The Global Talent visa in Australia, which provides a direct PR pathway to Australia for qualified individuals, will be converted to the new National Innovation visa by the end of 2024 due to little economic benefits.

To ensure that existing Global Talent visa applicants are not adversely affected, the Department of Home Affairs will make appropriate provisions. Existing candidates will be reviewed against the eligibility criteria at the time of application.

Furthermore, the number of spots under the Global Talent visa will be reduced from 5,000 to 4,000 in 2024-25, making applying for an Australia PR visa more competitive.

Termination of the Business Innovation and Investment visa programs (BIIP)

The Australian government will also permanently terminate BIIP in July 2024. BIIP was a visa scheme that allowed business entrepreneurs to relocate to Australia.

The BIIP’s permanent migration places have been decreased from 1,900 in 2023-24 to 1,000 in 2024-25. If the number of applicants for 2023-24 exceeds the 1,900 allotment, they will be carried over to 2024-25 until the 1,000 seats are filled.

Beginning September 2024, applicants who desire to withdraw their BIIP applications may receive a refund of the application cost.

Business owners, investors, and entrepreneurs with a Business Innovation and Investment (Provisional) visa will be able to apply for the permanent BIIP subclass 888 visa after July 2024, provided they meet all the eligibility requirements. If eligible, individuals may apply for a provisional extension if they need more time to complete the permanent BIIP visa requirements.

Candidates interested in the Business Innovation and Investment visa programs will have to wait for additional rules before applying under the new National Innovation visa.

The Australian government’s Migration Review in 2023 concluded that BIIP was producing bad economic results for the country. They advocated for revisiting the BIIP’s size and role, citing the more positive outcomes of the Significant Investor visa stream.

The Global Talent visa program was started in 2018 as a pilot program, and by 2019, the government had made it a permanent pathway for Australian immigration. However, the 2023 evaluation revealed that the program’s selection procedures require revision because the amount of demand fast exceeds the allowed number of slots in each fiscal year.

With the implementation of the Innovation Visa, the government seeks to integrate the BIIP and Global Talent visa goals in order to achieve better economic outcomes. This visa will further boost the BIIP’s Significant Investor stream and ensure an immigration channel for highly skilled professionals with cutting-edge skills in target industries.
