The Opportunity
As a PMI Evolve MEL Specialist, your role will involve overseeing and executing functions related to monitoring, evaluation, and learning. You will be essential in assessing our advancement toward desired outcomes and guiding evidence-based decisions in integrated vector management. This role will serve as the main contact for effectively executing our MEL plan at the country level and guaranteeing that our program staff and essential stakeholders can access the data they require and at the appropriate time.
Main Duties
Oversee the database administrator.
- Guide the gathering, structuring, assessment, and display of PMI Evolve program information
- Prepare and guarantee prompt data submissions to assist with weekly progress updates and client outputs.
- Draft or examine project-specific MEL guidelines, standards, and protocols.
- Co-lead the instruction of MEL Assistants and Data Entry Clerks on all pertinent MEL tools and procedures.
- Help in getting the project ready for potential data quality audits to confirm the validity, integrity, accuracy, dependability, and promptness of all performance data, pinpointing gaps and recommending timely corrective measures.
- Coordinate with key contacts as needed regarding the collection, management, and reporting of entomological data.
- Oversee/guide the Database Manager, MEL Assistants, and Data Entry Clerks employed for the project to assist integrated vector control initiatives.
- Collaborate closely with the Operations Team and District Supervisors to offer regular feedback during vector control campaigns to enhance data-informed decisions.
- Create, evaluate, and assess MEL instruments for data collection and reporting formats. These may consist of mobile applications, digitally-captured satellite imagery or maps, along with other advancements for data gathering, accuracy, input, and documentation.
- Assist essential local partners/actors in utilizing the project’s DHIS2 system for monitoring vector control activities, as required.
- Monitor and document data regarding all project metrics, develop evaluation and tracking plans, and assist in MEL work plans, yearly reports, and other project-related contractual documents.
- Regular visits to executing districts and field locations for ongoing monitoring, program oversight, and assistance.
- Frequent communication with on-site and headquarters personnel to update on activity advancements.
- Pinpoint areas for program enhancements and create suggestions and improvement solutions grounded in the findings.
- Collaborate with the Global Support Team to provide project information as needed by important external stakeholders.
- Additional responsibilities as assigned.
Required Skills or Experience
- Bachelor’s Degree and five years of pertinent experience, or a Master’s degree with three years of pertinent experience, or a PhD with no years of relevant experience.
Desired Qualifications
- A minimum of 5 years’ experience in Monitoring and Evaluation, Public Health, Community Health, Database or Information Systems Management, or other pertinent social science endeavours.
- Proven experience in managing MEL for USG-funded projects; familiarity with malaria programs is preferred.
- Familiarity with the national HMIS framework.
- Demonstrated experience in overseeing intricate data gathering, data handling, analysis, and reporting tasks.
- Experience with DHIS2 is necessary.
- Familiarity with mobile platforms (ODK, CommCare, KoboCollect, EpiInfo, Fulcrum, etc.), mobile data gathering, GIS tools, GPS data collection, and/or Tableau preferred.
- Robust analytical and quantitative database administration abilities, financial planning, and report composition.
- Proven ability to exhibit leadership, effective communication, coordination, and analytical thinking capabilities in a demanding environment.
- Proficiency in the English language is necessary.
- Proficiency in Twi along with any language used in the Northern and North East regions is an extra benefit.
