POSITION: Registrar
Ghana Communication Technology University (GCTU) is seeking a Registrar to serve as Secretary to the Governing Council and oversee day-to-day operations. If you have demonstrated experience in university governance, management, and administration, plus excellent interpersonal and communication skills, this senior leadership role offers the opportunity to provide strategic advice to the Vice-Chancellor, lead administrative operations, and advance the vision of a centre of academic excellence in ICT-centred teaching and learning.
About GCTU
Established in 2006 as Ghana Telecom University College, GCTU transitioned to a public university through the Ghana Communication Technology University Act, 2020 (Act 1022). With over 12,500 undergraduate and postgraduate students, GCTU is a leading public university and a centre of academic excellence in ICT-centred teaching and learning, research, innovation, and community service.
The Role
The Registrar serves as the Secretary to the Governing Council, as provided by Act 1022, and acts as the Chief Operating Officer of the University, responsible for day-to-day operations under the Vice-Chancellor and in accordance with Council policy directives. The Registrar also serves as Secretary to the Chancellor, the Academic Board, and other statutory Boards and Committees, providing strategic advice and exercising leadership in the overall administration of the University.
Key Responsibilities
- Governance Leadership: Serve as Secretary to the Governing Council, Academic Board, and other statutory committees, ensuring effective governance and compliance.
- Strategic Administration: Provide strategic advice to the Vice-Chancellor and lead the day-to-day administrative operations of the University.
- Policy Implementation: Coordinate and implement Council decisions and institutional policies, driving continuous improvement in university administration and service delivery.
- Stakeholder Engagement: Foster productive relationships with internal and external stakeholders, including students, faculty, government bodies, and industry partners.
- Records and Compliance: Oversee student admissions, examinations, records management, and institutional planning, ensuring adherence to higher education laws and regulatory frameworks.
The Ideal Candidate
The successful candidate must:
- Hold a minimum of a Master’s degree in a relevant field.
- Have at least fifteen years of post-qualification experience in administration or management in a university or analogous institution.
- Have at least six years of experience as a Deputy Registrar in a tertiary institution or equivalent senior management position in a comparable organization.
- Demonstrate strong knowledge of contemporary university administration practices, higher education laws, and governance frameworks.
- Possess exceptional managerial, writing, communication, interpersonal, and team-building skills.
- Exhibit sound judgement, initiative, resourcefulness, precision, and professionalism.
- Maintain the highest standards of integrity, ethical conduct, and accountability.
Tenure and Remuneration
The successful candidate must be able to serve a full four-year term before reaching the compulsory retirement age of sixty years, in accordance with the 1992 Constitution of Ghana. The appointment may be renewed for one additional four-year term, subject to performance and applicable regulations. Salary and conditions of service shall be aligned with those applicable to Registrars of Public Universities in Ghana.
