POSITION: Deputy Executive Secretary

The National Media Commission is seeking a Deputy Executive Secretary to join our leadership team. The National Media Commission is the constitutional body responsible for promoting and ensuring freedom and independence of the media in Ghana. As Deputy Executive Secretary, you will not simply manage operations; you will provide leadership, technical, and administrative direction for achieving the commission’s mandate. You will oversee policy implementation, manage human, material, and financial resources, ensure effective internal communication, monitor and evaluate programmes, review proposals on standardization and planning, manage operational compliance with media laws, establish management systems, and prepare quarterly, mid year, annual, and periodic reports.

Your Mission

You will take responsibility for providing inputs for policy formulation and implementation while exercising oversight for efficient resource management. Your focus will span internal communication, monitoring and evaluation, proposal review, operational compliance, management systems accreditation, reporting, performance management, and staff appraisal. Your ability to appraise directors within the Operations section and maintain strong internal communication will keep the commission running smoothly.

Key Responsibilities

Your role spans policy inputs, resource management, internal communication, monitoring and evaluation, proposal review, compliance, systems accreditation, reporting, performance management, and appraisal. Here is what you will tackle:

Policy & Programme Leadership

  • You will ensure the provision of inputs for the formulation and implementation of policies and programmes, shaping the commission’s strategic direction.
  • Then, exercising oversight responsibility for efficient and effective management of human, material, and financial resources protects public assets.

Internal Communication & Coordination

  • You will ensure effective internal communication within the commission, keeping staff aligned and informed.
  • Also, breaking down silos improves collaboration and decision making.

Monitoring, Evaluation & Reporting

  • You will ensure effective monitoring and evaluation of the commission’s programmes and objectives, making recommendations for improvements.
  • Moreover, overseeing the preparation and submission of quarterly, mid year, annual, and other periodic reports keeps stakeholders informed.

Proposal & Compliance Review

  • You will review proposals on standardization, metrology, planning, monitoring, and evaluation for approval.
  • Managing operational processes to ensure compliance with relevant media communications laws and management system standards protects the commission from legal and regulatory risk.

Management Systems & Accreditation

  • You will ensure the establishment of management systems and their accreditation within the commission.
  • Certified systems build public trust and operational credibility.

Performance Management & Appraisal

  • You will oversee the preparation and implementation of the performance management system for the Operations section.
  • Appraising the performance of Directors within the Operations section ensures accountability and professional growth.

What You Bring to the Role

We are looking for a candidate with the right education, experience, and career history. Here is what you need:

Qualifications

  • A minimum of a Master’s Degree in Journalism, Communications, Law, or any related field from an accredited tertiary institution.

Experience

  • A minimum of 12 years of post qualification relevant work experience.
  • At least five years of that experience must be in a Senior Management position within a reputable institution.
  • Must pass a selection interview.

In Service Entry (for internal candidates)

  • Availability of a vacancy in the grade of Deputy Executive Secretary.
  • A minimum of five years on the grade of Director.
  • A satisfactory staff performance appraisal report.
  • Must pass a selection interview.

Career Progression (to Executive Secretary)

  • By promotion to the grade of Executive Secretary, subject to:
  • Availability of a vacancy in the grade of Executive Secretary.
  • A minimum of five years in the grade of Deputy Executive Secretary.
  • A satisfactory staff performance appraisal report.
