POSITION: National Consultant – Productive Inclusion Expert (LEPIP)

Job Summary

Adolescent girls in Ghana face multiple, compounding barriers to education, economic opportunity, and social inclusion. In rural areas, poverty and harmful gender norms persist. Girls aged 15 to 19 are nearly twice as likely as boys to be out of education, employment, or training. Early pregnancy and child marriage continue to drive school dropout. Consequently, UNICEF and the Government of Ghana launched the Livelihood Empowerment and Productive Inclusion Programme (LEPIP). This programme supports out-of-school vulnerable and at-risk adolescent girls and young mothers aged 16 to 21.

LEPIP delivers a tailored package of social protection, financial inclusion, life and livelihood skills, and access to essential services. The programme began in 2024 in two districts in Northern Ghana. It has already reached almost 500 participants and plans to reach 6000 adolescent girls by 2028 across 26 districts. ACET is seeking three (3) highly skilled National Consultants to provide technical support to UNICEF and the Government under this ongoing programme. This is not a desk-based consultancy. You will work directly with district implementation teams, supporting orientation, oversight, and the expansion to new districts.

Core Responsibilities

As Productive Inclusion Expert, you will provide technical support to district implementation teams. You will work with five existing implementation districts and support the expansion to new districts later in the year. Also, you will eventually provide support to eight districts. You will work closely with the Ministry of Local Government, Chieftaincy and Religious Affairs and the UNICEF social policy team. Your expertise will ensure the programme delivers effectively across communities.

Your core responsibilities will include:

Capacity Building & Orientation

  • Support Orientation Workshops: You will help organize and deliver training workshops for new expansion districts. You will prepare them to start identifying and screening eligible girls.
  • Maintain Training Modules: You will support MMDAs in maintaining appropriate training modules and teaching aids. You will continuously adapt the LEPIP programme operations manual as needed.

Oversight & Field Supervision

  • Provide Oversight Responsibilities: You will oversee district implementation teams in all new districts. You will ensure they carry out field activities in line with the programme operations manual.
  • Supervise Enterprise Selection: You will have oversight for determining viable enterprise activities to be supported in various beneficiary districts.
  • Supervise Training Service Providers: You will oversee the selection of Training Service Providers in all beneficiary MMDAs.

Grant Management & Beneficiary Support

  • Ensure Prompt Grant Processing: You will oversee the review and processing of beneficiary grant applications. You will ensure delays do not hold girls back.
  • Ensure Timely Disbursement: You will work to ensure grants and other required benefits reach beneficiaries on time.
  • Support Market Linkages: You will help maintain suitable networks for establishing market linkages for beneficiary Income Generating Activities.

Partnership & Sustainability

  • Develop Partnership Systems: You will help build effective partnerships with collaborating institutions and stakeholders.
  • Introduce Technology and Innovation: You will provide leadership in introducing appropriate technology and innovation. You will help optimize outputs and outcomes of beneficiaries’ enterprise activities.
  • Support Sustainability Strategies: You will help develop strategies and guidelines to ensure the sustainability of beneficiaries’ business activities over the long term.

The Ideal Candidate Profile

We are looking for a seasoned social protection expert with deep understanding of Ghana’s landscape and hands-on experience implementing cash transfers or skills programmes.

To excel in this role, you will need:

Education

  • An advanced university degree (Master’s or higher) in Social Policy, Sociology, Social Protection, Development Studies, Anthropology, Economics, Public Policy, or other related fields.

Work Experience

  • At least 5 years of expertise in social protection programming and delivery. You understand how these programmes work on the ground.
  • Experience in leading the implementation of cash transfers or skills programmes for productive and economic inclusion within the last 5 years.
  • A good understanding of the Ghana social protection landscape, including LEAP, CLASS, and the Ghana National Household Registry.
  • Good understanding of the local government system and operations of decentralized agencies. You know how MMDAs work.

Skills & Attributes

  • Excellent communication, presentation, and public speaking skills. You can engage diverse audiences effectively.
  • Skills in facilitating high-level engagement with policymakers. You can influence decision-makers.
  • Fluency in English is required.
  • The ability to work independently and travel extensively to districts in Northern Ghana.
  • Strong problem-solving skills and attention to detail.
  • A commitment to the empowerment of adolescent girls and young mothers.
