Three Canadian Provinces Have Started Issuing Provincial Attestation Letters (PALs)

Three more Canadian provinces have put in place processes for awarding Provincial Attestation Letters (PALs) to international students seeking a Canadian study permit.

As of January 22, 2024, Immigration, Refugees, and Citizenship Canada (IRCC) mandates provinces to issue PALs based on the number of study permits granted under the newly implemented study permit ceiling for 2024.

New Brunswick, Saskatchewan, and Newfoundland and Labrador are the newest provinces to establish a PAL-issuing system. They join British Columbia, Québec, Alberta, and Manitoba. The remaining provinces and territories have until March 31 to start issuing the letters.

There are no details yet for Ontario, Nova Scotia, Prince Edward Island, or any of Canada’s northern regions.

What is the Canada Provincial Attestation Letter?

To combat immigration and the housing issue, the Canadian government has capped the number of overseas students in 2024. IRCC said that they will accept 35% fewer students than the previous year’s total number of students that came to study in Canada.

This attestation demonstrates that the student has been assigned within the national cap based on a province or territory.

All Canadian provinces and territories will allocate the number of international students that the federal or provincial government can accommodate. Once the province and territory have received the allocation, they will provide provincial attestation letters to overseas students wishing to study in Canada based on their capacity.

Once a province or territory has reached its maximum number of allocations to recruit international students, it will no longer issue PALs.

Requirements for Applying for a Provincial Attestation Letter.

How Do I Apply for a PAL Student Visa in Canada?

Certain international students must use PAL to apply for a Canadian study permit.

Provincial attestation letters are required in the following provinces: Alberta, British Columbia, Manitoba, Ontario, New Brunswick, Newfoundland and Labrador, Nova Scotia, Prince Edward Island, Saskatchewan, and Quebec.

All Canadian provinces and territories will allocate the number of international students that the federal or provincial government can accommodate. Once the province and territory have received the allocation, they will provide provincial attestation letters to overseas students wishing to study in Canada based on their capacity.

Once a province or territory has reached its maximum number of allocations to recruit international students, it will no longer issue PALs.

Who needs a provincial attestation letter?

International students interested in studying in Canada at the undergraduate and nondegree levels must get a Provincial attestation letter. To get a study permit in Canada, international students must submit a PAL, a Letter of Acceptance (LOA), and other documents.

The student must get a Letter of Acceptance or admission letter from the Designated Learning Institute (DLI). Then, overseas students will be able to apply for a PAL to the province where they want to study.

Getting a PAL in New Brunswick.

According to the IRCC, New Brunswick has had a PAL process in place since March 18. It recommends that overseas students contact their designated learning institution (DLI) to find out how to apply.

While each DLI in the province may have a slightly different process for earning a PAL, most schools will require students to complete a set of tasks before applying.

For example, the University of New Brunswick (UNB) recommends approved overseas students to check in to their student account and confirm that they have paid a non-refundable tuition deposit. UNB claims that this serves as proof of a student’s intention to attend classes.

The school will then request a PAL from the province on the student’s behalf and email them once it has been processed. Processing is estimated to take two weeks. Students may then download their PAL and submit it with their final study permit application.

Getting a PAL in Newfoundland and Labrador.

The PAL system in Newfoundland and Labrador was adopted on March 19, 2024.

International students should contact their DLI to apply for their PAL, same as they would in other provincial systems.

Memorial University in St. John’s has more international students than any other DLI in the province. It states that it will “contact admitted students via email to collect any additional information required for the attestation letter process” beginning with students who want to begin in the May 2024 semester. Further information is not accessible.

Getting a PAL in Saskatchewan.

According to the IRCC’s official website, Saskatchewan’s PAL process began on March 13. International students should contact their DLI to receive their PAL.

No additional information on obtaining a PAL is accessible from any of the province’s most prominent postsecondary institutions.

How Do I Apply for a PAL for a Canada Study Permit?

The application for the Provincial Attestation Letter (PAL) is not yet open. After March 31st, 2024, provincial administrations will accept PAL applications.

I am an international student in Canada; do I need PAL?

Onshore (already in Canada) International students in Canada need not need a province attestation letter to prolong or renew their study permit.

Do I need PAL for a Post-Graduate Certificate or Diploma course?

Yes, students applying to study a one- or two-year postgraduate certificate or diploma must provide a province attestation letter. Including post-baccalaureate diplomas. Postgraduate programs are non-degree courses.
