POSITION: Programme Component Manager

About the PSInno Project
The TC module “Private Sector and Innovation Promotion (PSInno)” focuses on growth oriented businesses, the agro processing sector, innovation promotion, and digitalisation. PSInno aims to increase SME competitiveness, create jobs, and promote sustainable business practices. The project supports improved access to markets and finance, strengthens entrepreneurial capacities, and promotes innovative approaches to enterprise development. As a result, SMEs gain access to new market opportunities, increase turnover, and stimulate employment.
Job Summary
We currently seek a Programme Component Manager to join our team in Accra. This position places you at the heart of our private sector development efforts, where you will be responsible for the strategic and operational management of the Business Environment Component within PSInno. You will provide management and professional guidance to staff and experts assigned to the component while serving as a senior adviser to the Head of Project and programme partners.
Responsibilities
- Independently manage Component 1 – Business Environment, assuming full responsibility for planning, implementation, and quality assurance.
- Manage and provide professional guidance, coaching, and development to staff and experts assigned to the component.
- Provide senior policy and technical advisory services to government, private sector, and business support institutions.
- Translate policies and strategies into practical implementation, institutional arrangements, and monitoring mechanisms.
- Monitor implementation progress, identify bottlenecks, and ensure quality assurance of component activities against agreed indicators.
- Drive innovation in programme design, including piloting new delivery models and digital or AI enabled approaches.
- Support development of the PSInno Access to Finance portfolio and related partnerships with financial institutions.
- Build and maintain strategic relationships with government, private sector, development partners, and innovation ecosystem actors, and represent PSInno in relevant forums.
- Ensure knowledge management, monitoring, and reporting of Component 1 results, including studies and contributions to programme reports.
Qualification and Experience
To succeed in this role, you must bring a combination of academic qualifications, professional experience, and personal attributes. Specifically, we require:
- Educational Qualification: Master’s degree or doctorate in Economics, Business Administration, Development Planning, or another project related field.
- Experience: At least 8 years of professional experience, including a minimum of 5 years in a senior management role.
- Programme Management: Proven track record managing teams, budgets, and multi stakeholder programmes in a managerial position.
- Sector Knowledge: Deep understanding of Ghana’s business environment and private sector development landscape, including regulatory reform and institutional strengthening.
- Policy Expertise: Strong knowledge of policy implementation processes, including competition and consumer protection, business entry, and enterprise facing public services.
- SME Finance: Experience in SME finance, including financial and investment readiness, digital finance, and partnerships with financial institutions.
- Digital Transformation: Knowledge and experience in digital transformation, data, and AI enabled approaches to public and business support services.
- Leadership: Excellent leadership, coaching, and interpersonal skills, with strong ability to manage staff and build strategic partnerships.
- Language: Excellent knowledge of English, written and oral.
- Technical Skills: Excellent knowledge of ICT technologies and computer applications, including MS Office.
Duty Station: This position is based in Accra. Candidates must reside in or be willing to relocate to Accra.
