ROLE: USAID Accelerating Social and Behavior Change (ASBC) Consultancy
The Accelerating Social and Behavior Change (ASBC) continues USAID’s long investment in the Ghana Health Service (GHS) and is the follow-up of the previous Communicate 4 Health programme. ASBC will strengthen national and sub-national systems and build the capacity of Ghana’s public and private sectors and communities to design and implement effective evidence-based SBC activities to increase the adoption of key healthy practices and behaviors.
ASBC will develop the capacity of the Government of Ghana, the Ghana Health Service and the Health Promotion Division and its workforce to successfully lead, coordinate, harmonize and oversee a national SBC program. The activity will further emphasize community-driven approaches in Northern Ghana.
The consultant will be working closely with the Ghana Health Service/Health promotion division, the Ghana Federation of Disability Organisation and its associated organisations. The consultant will be supervised by Sightsavers’ country office team based in Ghana, Sightsavers’ global technical team on Social and Behavior Change and Disability Inclusion and collaborate with Sightsavers’ Inclusive Design team.
Sightsavers and the Ghana Federation of Disability Organisation are part of a Family Health International 360 led consortium to provide expertise and resources on disability inclusion, which will inform the approach and future activities of the Ghana Health Service to ensure the inclusion of people with disabilities.
Purpose of the Contract:
- Conduct a landscape review of Ghana Health Service/Health promotion policies, material and approaches to better articulate entry points for greater disability inclusion in health promotion programming and policy.
- Work under the leadership of the Ghana Health Service Health Promotion Division and with ASBC partners NORSAAC and Savana Signatures to develop a consultative process leading to the formulation of a Health Promotion/Social and Behavior Change Disability Inclusion Policy and Implementation Plan to position disability inclusion in GHS Health Promotion Division and ASBC programming; community-based partners including Organisations of Persons with Disabilities should also be engaged.
Skills required:
- Disability inclusive health expert with extensive experience, preferably expertise in universal health coverage
- Experience working with Ghana Health Service, preferably health promotion or at least other relevant experience working the Ghanaian government
- Experience working with the disability sector and Organisations of People with Disabilities (OPDs), preferably experiencing working with international donor organisations such as USAID or other
- Strong writing and analytical skills
- Experience leading and facilitating processes with a diverse range of stakeholders
Deliverables:
- Written report (20-35 pages in length) detailing the findings, a list of recommendations for future health promotion strategies, materials and formats that can be cost effectively produced to address the needs of disabled and non-disabled communities. The report should include an annex detailing the landscape review methodology, stakeholders and key informants interviewed, and other relevant data to support the findings of the review and the proposed recommendations.
- Providing PowerPoint presentations detailing findings and recommendations from landscape reviews
- Monthly progress/meeting reports detailing the consultative process towards the development of a disability inclusive strategy and implementation plan.
- A two-day disability inclusion strategy development co-creation workshop to develop disability inclusion strategy and implementation plan
- A written policy and plan of appropriate length for GHS/HPD adoption and implementation.
Timeframes
The envisioned timeframe for the overall assignment is 1 August to 31 December 2022. This period may shift depending on the start date of the consultant and could extend through to 31 January 2023.
