Position: Human Resources Officer 

The World Food Programme (WFP), the world’s leading humanitarian organization and 2020 Nobel Peace Prize Laureate, is seeking a Human Resources Officer for its country office in Lomé, Togo. This fixed-term role is a key opportunity to provide professional, client-focused HR services in support of WFP’s vital mission to save lives and build pathways to peace and stability. Organizational Context and Job Purpose

WFP Togo is implementing a strategic country plan focused on emergency assistance, social cohesion, and food systems transformation. As the Human Resources Officer, reporting directly to the Country Director, you will deliver high-quality, consistent HR services to the country office. Your core purpose is to partner with managers to implement effective HR solutions, ensuring compliance with WFP policies and maximizing the effectiveness of HR functions in support of operational goals.

Key Accountabilities and Responsibilities

You will manage a broad range of HR operational activities, providing essential support across the employee lifecycle.

  • Support the delivery of HR projects and daily operations aligned with business needs, following established policies and procedures.
  • Respond to HR queries from managers and staff, ensuring correct application of policies and available systems.
  • Contribute to effective employment relationship management by administering conditions of service, contracts, and entitlements accurately.
  • Support staff capability building initiatives, organizing development solutions that align individual skills with business requirements.
  • Deliver comprehensive onboarding activities to ensure new employees integrate successfully into WFP.
  • Assist in talent management efforts, including recruitment and retention strategies to build a high caliber workforce.
  • Provide support for organizational design activities to improve operational efficiency.
  • Collate data and contribute to accurate, timely HR reporting to support informed decision making.
  • Conduct straightforward data analysis to contribute to process improvements.

Standard Minimum Qualifications and Experience

  • Candidates must possess an advanced university degree in Human Resource Management, Public/Business Administration, or a related field. A first university degree with additional relevant work experience is also acceptable.
  • Have at least one year of postgraduate professional experience in Human Resources, preferably within an international or humanitarian context.
  • Demonstrate knowledge of HR best practices, basic analytics for reporting, and strong communication skills.
  • Exhibit the ability to quickly assimilate UN/WFP-specific processes and systems.
  • Must be fluent in French (Level C) and possess intermediate knowledge of English (Level B).

The ideal candidate will be a collaborative team player with skills in HR service delivery, talent management, and employee relations. Key competencies include problem-solving, emotional resilience, learning agility, and a commitment to diversity and inclusion. Experience in providing administrative support across HR activities within a country office environment is highly valued.
