    FCM Programmes

    • Based in Accra, Ghana
    • Full-time Contract until 2026

    The Federation of Canadian Municipalities (FCM) has signed a contribution agreement with Global Affairs Canada (GAC) for a six-year project entitled Partnerships for Municipal Innovation – Women in Local Leadership (PMI-WILL).

    PMI-WILL intends to contribute to improved quality of life for women and girls, in particular those from marginalized groups. Benin, Cambodia, Ghana, Sri Lanka and Zambia. The project will use a two-pronged approach to achieve this goal

    1) increasing the participation and enhancing the role of women as leaders and decision-makers in local governance

    2) increasing the effectiveness of local governments in delivering inclusive, gender-responsive public services

    • FCM will implement the project in collaboration with national Local Government Associations (LGAS) in each country.
    • Selected local governments/municipalities and other selected partners, including relevant Ministries, CSOs and women’s rights organisations FCM will mobilise Canadian municipal practitioners and elected officials from FCM’s membership to provide peer-to-peer technical assistance.
    • The project office will be based in Ghana and covering all target countries, supported by FCM head office in Ottawa Canada

    Major Purpose:

    • Under the general direction of the Project Director, the Gender Equality and Social Inclusion Specialist (GESI Specialist) will provide technical advice on gender equality, the empowerment of women and social inclusion for the PMI-WILL project components.
    • For the inception phase, the successful candidate will lead the development of the Gender Equality and Social Inclusion Strategy for the project and contribute to the design and formulation of project activities within the different project components, taking into consideration the context of each target country.
    • For the implementation phase, she will support the IGAS with planning and implementing the agreed project activities by providing technical advice.
    • She will support the Monitoring, Evaluation, Learning and Knowledge Sharing strategy, particularly related to Gender Equality and Social Inclusion results by contributing to the preparations of project reports.

    Key Responsibilities:

    • Reviews key project documents and becomes familiar with the project objectives, components and detailed plans
    • Ensures that relevant gender equality issues are identified addressed and highlighted in programme documents, activities, workplans and reporting.
    • Leads the writing of the Gender Equality Strategy for the project to be submitted with the Project Implementation Plan

    Knowledge, Education and Experience

    • University Degree in gender studies and/or social/humanitarian studies (post graduate degree is preferred).
    • Seven years of experience in promoting gender equality and/or working with organizations / projects that promote gender equality, preferably in more than one country or region,
    • Demonstrated experience in the implementation of projects, ideally related to municipal development or governance.
    • Excellent written and oral communications skills in English and French,
    • Experience in facilitation and training Well organized and leadership skills;
    • Candidate must be team player, diplomatic and able to manage resistance in a positive and results oriented manner,
    • Experience working with a non-profit organization or international organization would be an advantage

    Other Requirements
