Job Summary

Under the leadership of the Humanitarian Manager, you will provide management and technical oversight for Operation Blessing Ghana’s Clean Water programs. Your role involves developing effective WASH strategies and projects throughout Ghana. You will oversee the entire project lifecycle, from community identification and design to implementation and monitoring. Every well drilled, every pipe laid, and every hygiene lesson taught falls under your watchful guidance.

What You Will Do

Your responsibilities span community engagement, technical design, project management, and partnership building. Here is a detailed look at your daily tasks:

Community Identification and Assessment

  • You will establish relationships with local governments to research and identify potential communities in need of clean water systems.
  • Conducting field visits to prospective beneficiary communities allows you to evaluate legal and technical constraints. You will assess landowners, topography, water quantity, and water quality.
  • Meeting with local church leaders, community leaders, and members helps you conduct Community Profiles, Family Assessments, and School Assessments.
  • Identifying community water sources, performing field tests, and taking samples for lab testing ensures compliance with Operation Blessing’s WASH manual.

Project Design and Planning

  • You will design basic plans or review contractor blueprints and construction designs for each stage of WASH projects.
  • Preparing Project Proposals includes developing summaries, timelines, budgets, technical designs, hydraulic calculations, exit strategies, and Logic Frameworks for HQ approval.
  • Drafting MOUs for in country counterparts and community agreements ensures clear expectations once projects receive approval.

Construction Oversight

  • Traveling regularly for site visits with communities and counterparts ensures construction follows blueprints and designs.
  • Supporting community water committees and coordinating WASH trainings helps communities maintain their systems independently.
  • Technical trainings cover filtration systems, chlorinators, and ongoing maintenance.

Logistics and Procurement

  • Carrying out quotations and purchasing required products or services follows Operation Blessing’s purchasing process.
  • Recording inventory of materials delivered to communities and maintaining WASH related inventory in the Ghana warehouse ensures accountability.

Reporting and Documentation

  • Coordinating with volunteer media teams helps identify potential beneficiary stories. Ensuring signed Media Releases protects all parties.
  • Supporting the hiring of professionals and contractors includes preparing contracts, OFAC verifications, and anti bribery compliance.
  • Transparently managing allocated funds involves submitting weekly documentation to close outstanding payments and monthly fund requests for program and travel expenses.

Monitoring and Communication

  • Reporting weekly activities in DART with proper documentation allows verification of beneficiary numbers.
  • Attending weekly devotional and work meetings keeps you aligned with the team.
  • Collaborating with other coordinators and area managers develops holistic community projects.
  • Sending monthly statistics reports, activity agendas, and necessary updates to the Humanitarian Manager maintains transparency.
  • Submitting completion reports to HQ after project inaugurations follows the WASH manual.
  • Attending monthly Teams meetings with the OB HQ WASH Program Manager ensures constant communication on project progress.
  • Completing Program Applications annually secures funding approval from Operation Blessing HQ.
  • Participating in WASH projects during natural disasters or emergencies supports disaster relief responses as needed.
  • Performing other duties as assigned keeps the team agile and effective.

What You Bring to the Role

We seek a candidate with technical expertise, project management skills, and a heart for service. Here are the qualifications and attributes you need:

Education and Experience

  • You hold qualifications as a Civil Engineer or Architect with an active Professional License. A minimum of 3 years experience in water system construction is preferred.
  • A degree in Geotechnical Engineering, Sanitary Engineering, Hydrology, Geology, Geophysics, or Hydrogeology gives you an advantage.
  • Knowledge of engineering design, water quality analysis, water systems, hydraulic structures, hydrogeological studies, and well drilling is required.
  • Understanding Ghana Standard Authorities’ standards, municipal and district assembly codes, and Development Councils Act is essential.
  • Proficiency in MS Office, especially MS Excel, with ability to learn new software is required.
  • Familiarity with design software such as EPANET or SketchUp is preferred.

Location: This position is based in Accra, with extensive travel to project sites nationwide.
