Canada to Take More Measures to Manage Temporary Resident Levels

The PGWP will be revised and enforced to control transitory residents. Miller remarked that the era of uncapped programs entering the country is rapidly ending, which is huge.

According to Canada’s immigration minister, the government will propose many measures to limit temporary immigration and will not pursue a significant program to legalize unauthorized immigrants.

“Uncapped programs entering the country are ending quickly. This shift is big. “You can’t just slam the brakes and expect it to stop right away,” Marc Miller told Reuters Thursday.

Since many firms struggled to fill jobs during the epidemic, the current Liberal administration has overseen a significant surge in new residents, notably temporary ones. Canada has long welcomed immigrants.

In the last year, immigration has been blamed for a housing crisis and national affordability crisis. Federal officials are criticized for importing too many individuals.

What types of transitions to the PGWP are being considered?

In June, IRCC distributed questionnaires to key players in the postsecondary education area, soliciting comments on potential modifications to the PGW.

According to this poll and the Deputy Minister Transition Binder 2024, the department is considering matching the issuing of PGWPs with labour market requirements. Notably, the department would seek to manage access to work permits for students entering professions in limited supply, while limiting access for graduates of other schools.

Furthermore, the survey found that IRCC and ESDC collaborated to link educational programs with job titles. To elaborate, the IRCC poll cites the example of relevant NOCs for carpenters that are linked to three programs of study: construction trades, carpentry, and woodworking/general, among others.

Regulation will increase for transients. Early this year, the IRCC set its first non-permanent resident temporary resident target in its Immigration Levels Plan. This declaration claims IRCC will reduce NPR to 5% in three years. NPRs comprised roughly 7% of the population in April.

The IRCC has capped foreign postsecondary enrollment at 292,000 this year for two years. International student levels may vary in 2025 once this cap is reviewed.

Minister Miller also aims to strengthen ‘domestic draws’ for federal and provincial permanent residency pathways, prioritizing TRS for PR drawings and limiting their number in Canada. His approach discourages foreign permanent residents, which could increase housing and affordability issues.

Miller concluded that these constraints come at a time when Canadians are more concerned about immigration than ever; immigration will be a prominent issue in the next election.

More domestic draws for permanent residency

Changes in the selection of new permanent residents are part of the process of stabilizing Canada’s population growth.

“As part of our efforts to help temporary residents transition to permanent status, we will conduct additional domestic drawings and invite provinces and territories participating in the provincial nominee program to do the same with their allocations. This will re-align our efforts and provide a pathway for people already in the country to stay and contribute to the economy.”

To put it another way, Provincial Nominee Program (PNP) draws, as well as Express Entry draws, may select or target candidates who are already temporary residents in Canada.

He emphasized that temporary residents are a benefit to Canada’s economy, and the revisions are the result of a necessary evaluation of current immigration programs and measures in response to the COVID-19 outbreak.

According to the minister, the labour market has tightened. Canada has recovered 138% of the employment it lost during the pandemic.

Immigration in Canada

Canada anticipates 485,000 additional permanent residents in 2024. This figure increases to 500,000 in 2025 and 2026. According to the IRCC, sustaining that aim will help to stabilize the immigration-induced population increase in Canada and allow the federal and provincial governments to support newcomers while balancing the needs of Canada’s existing population.

“We want every new family and resident to be prepared for success and have access to the services they require. Our ultimate goal is to ensure a well-managed, sustainable immigration system based on need,” Miller stated.

IRCC has faced criticism in recent months for record-high levels of immigration as Canada grapples with a dearth of affordable homes and a strained healthcare system.

‘Back Door Entry’

The Canadian government has announced actions. International students were capped for two years in January because the immigration system had become “overheated” and was not meant to provide “a backdoor entry into Canada,” Miller said.

Canada’s immigration minister introduced the first interim cap in March. Canada plans to reduce temporary residents from 6.2% in 2023 to 5% in three years. This would reduce Canada’s 2.5 million temporary residents by 20% by 2023.

In its recent monetary policy report, opening a new tab, the Bank of Canada expressed doubts that the government could meet its temporary residents goal, noting that 6.8% of the population was non-permanent in April and that “the share is expected to continue rising in the near-term.”

Miller agreed with the bank that attaining this aim is difficult, but it is “reasonable” given Canada’s upcoming steps.

Miller said the measures may include post-graduate work permit changes and enforcement.

When questioned if his administration made a mistake by letting large numbers of temporary residents, Miller said, “Every government makes errors. I believe we’re human. However, “coming out of COVID, in particular, we were facing massive labour shortages.”

‘Refugee Influx’

Canada saw a record 18,000 refugee requests in June, according to the Immigration and Refugee Board. The government closed the land border to asylum-seekers under a disputed bilateral pact with the US and required Mexicans to get visas to deter people.

Canada cannot limit refugee claims, but it can make asylum applications harder. Miller suggested that the government may tighten temporary residency visa requirements to prevent asylum seekers.

The administration has pledged to regularize unlawful immigrants.

Miller mentioned the prospect of sector-specific reforms before the election.
