Canada Caregiver Pilot Programs: IRCC to Accept Caregiver Pilot Program Applications for 2024
Immigration, Refugees, and Citizenship Canada (IRCC) is accepting applications for two crucial caregiver pilot programs from January 1st, 2024: the Home Childcare Provider Pilot and the Home Support Worker Pilot: Direct to Permanent Residence category. Work Experience Requirement Have Been Reduced
In February 2023, a huge event occurred that reshaped the caregiving landscape. The IRCC has announced a significant reduction in the work experience requirement for caretakers, reducing it from 24 to 12 months of full-time work.
According to the IRCC, a full-time job requires 30 hours of paid labor per week, and the required work experience must be obtained during the 36 months preceding the application submission. Notably, work experience obtained while the individual was a student does not qualify for consideration.

The Caregiver pilots are a component of the project that Ottawa is undertaking to address the labor shortage concerns that are being experienced by Canadian businesses.
For persons to be eligible to submit an application for permanent residency under the HCCP and HSW, they are required to fulfill the following requirements:
- A work offer;
- CLB 5 language level; and
- one year of Canadian postsecondary study or its international equivalent.
Criteria for Specific Work Experience
Candidates must meet IRCC’s specified work experience requirements. The work experience must correspond to NOC codes 4411 or 4412, with strict adherence to the NOC job description. It is not permitted to combine roles under both codes; the candidate must focus on the core duties connected with the chosen NOC code.
Understanding Changes in LMIA Processing Time in Canada
While work experience requirements altered, other conditions for candidates stayed the same in 2023. These requirements include demonstrating language competency with a Canadian Language Benchmark (CLB) of 5, one year of Canadian post-secondary education or its international equivalent, and passing a health, criminality, and security check.
Temporary Resident Caregivers’ Options
Caregivers who do not qualify for permanent residency under the pilot programs still have options under the Temporary Foreign Worker Program (TFWP). Caregivers need their employers to acquire a positive or neutral Labour Market Impact Assessment (LMIA) from Employment and Social Development Canada (ESDC) to prolong their work permit. The LMIA demonstrates the employer’s inability to identify a suitable Canadian or permanent resident for the position.
A good or neutral conclusion allows the employer to hire the caregiver, who thereafter works under a closed work permit that is exclusive to the employer. As the caregiver pilot programs are relaunched in 2024, the chances for caregivers to obtain permanent status in Canada remain bright. Caregivers are encouraged to engage in this transforming journey sooner rather than later, thanks to decreased work experience requirements and a faster application procedure.
Applicants For Caregiver Pilot Programs Must Have Valid Job Offers

The Home Support Worker Pilot program is still accepting applications online and in alternative media.
