Australian Capital Territory Nomination 2024-25 | Requirements and Application Steps

The Australian government recently revealed migration allotment to each state and territory for the 2024-25 migrant program. These allocations are designated for the Skilled Nominated Visa Subclass 190 and Skilled Work Regional (Provisional) Subclass 491 visa pathways. The goal of these allocations is to nominate competent workers from around the world to fill Australia’s skill needs.

The ACT Australian Capital Territory nominations are part of the Migration Program 2024-25. These nominations are now open for the Canberra Matrix invitation round, which will take place on August 8, 2024.

Note: The next invitation round will take place before September 27, 2024.

The ACT nominations enable the ACT government to invite skilled international people to live and work in Australian capital territory areas. The ACT nominations for the fiscal year 2024 include 1,800 migration places, which are apportioned as follows:

ACT offers 1000 permanent nominations for category 190 and 800 temporary nominations for subclass 491.

Australian Capital Territory (ACT) Nomination Pathways for 2024-25

1. Pathways for Offshore (International) Applicants

The Australian Department of Home Affairs allows overseas migrants to apply for two skilled migration channels under ACT nominations 2024-25, which include:

  • Skilled Nominated Visa Subclass 190 (permanent)
  • Skilled Work Regional Visa Subclass 491 (Provisional)

Skilled Nominated Permanent Visa Subclass 190 visas allow talented overseas workers to permanently reside, work, and study in any Australian location. For the ACT 190 nomination, you must have nearly three years of relevant experience in your nominated occupation.

Skilled Work Regional Visa (Provisional). Visa Subclass 491 allows competent internationals to live, work, and study in regional Australia for up to 5 years. An ACT 491 submission requires one year of relevant experience in your nominated occupation.

Note: Under these options, you and your dependents can only live outside of Australia while applying (unless your children are enrolled in an ACT school or institution).

2. Pathways for Onshore Applicants (Canberra Residence).

To apply for an ACT nomination, you must live in Canberra and meet the following eligibility criteria:

ACT 190 Nomination.

To pursue this career, applicants must have lived and worked in Canberra for at least six months.

ACT 491 Nomination

To be eligible for this program, applicants must have lived and worked in Canberra for at least three months.

Applicants living interstate or overseas, as well as any dependents living or working interstate at the time of application, are ineligible to apply for ACT nominations through this method.

ACT Nomination Eligibility Requirements for 2024-25

1. ACT 491 Nomination Eligibility Criteria 2024-25.

For Onshore Applicants

If you are a Canberra resident and want to apply for an ACT nomination for skilled regional work (provisional) visa (subclass 491), simply follow the requirements listed below on the date you submit the Canberra matrix:

  • You must meet the appropriate qualifying standards established by the Department of Home Affairs.
  • You must have a valid English test and skill evaluation by the Canberra Matrix submission and ACT nomination deadlines.
  • Your specified occupation must be on the most recent ACT Critical Skills List.
  • You must be the primary holder of a subclass 457/482 visa sponsored by an ACT employer and have worked in Canberra for the past six months.
  • Alternatively, you are the majority owner of an eligible registered business in the ACT, claiming Matrix points in the Small Business Owner category.
  • You have lived in Canberra for at least three months as of the date of the Canberra Matrix submission and intend to stay until the invitation date.
  • Your bank statements must be included in the ACT banking activity for this time.
  • You’ve been working on a genuine position in Canberra for at least 13 weeks.

For overseas applicants

If you want to apply for ACT nomination under a Skilled Regional Work (Provisional) visa (subclass 491) as an overseas resident, you must meet the following requirements at the time you submit the Canberra Matrix:

  • You must meet all of the conditions set by Australia’s Department of Home Affairs.
  • You must have a valid English test score and skill assessment by the Canberra Matrix submission and ACT nomination deadlines.
  • Your specified occupation should appear on the most recent ACT Critical Skills List.
  • You should have at least one year of full-time, postgraduate work experience in your specified occupation within the last five years.
  • Your job experience must be evaluated as a relevant evaluating authority in your points-tested skill assessment.
  • Your talents and expertise must be relevant to the Australian Capital Territory economy.
  • You must have the appropriate Australian registration or license for your chosen occupation (if applicable).
  • After getting an ACT nomination, you must attach a commitment letter outlining why you wish to reside in Canberra, as well as demonstrate genuine interest in living there.

2. ACT 190 Nomination Eligibility Criteria for Onshore Applicants

If you wish to file for an ACT nomination for a skilled nominated (permanent) visa (subclass 190) as an onshore applicant. In that scenario, you must adhere to the eligibility conditions at the time you submit the Canberra Matrix:

  • You must meet the requirements of the Department of Home Affairs Australia.
  • You must have a valid English test and skill assessment on the date you submit the Canberra Matrix and ACT nomination.
  • Your specified occupation must be on the most recent ACT Critical Skills List.
  • You must be the primary holder of a subclass 457/482 visa sponsored by an ACT employer and have worked in Canberra for the previous six months. (Alternatively, you are the majority owner of an eligible registered business in the ACT and are claiming
  • Matrix points under the Small Business Owner category.).
  • You must have lived in Canberra for at least six months at the time of Canberra Matrix submission and intend to stay until the date of invitation.
  • You should work in Canberra for at least 30 hours per week for at least 26 of the 30 weeks preceding the Canberra Matrix submission.

For overseas applicants

If you want to apply for an ACT nomination for a Skilled Nominated subclass 190 (permanent) visa as an overseas resident, you must meet the following eligibility requirements at the time you submit the Canberra Matrix.

  • You must meet the requirements of the Department of Home Affairs Australia.
  • You must have a valid English test and skill assessment on the date you submit the Canberra Matrix and ACT nomination.
  • Your specified occupation must be on the most recent ACT Critical Skills List.
  • You must have three years of postgraduate full-time work experience in your chosen occupation within the last five years.
  • You must meet the ‘Proficient’ or ‘Superior’ English criteria unless your specified occupation is Chef (351311) or has an ANZSCO skill level of 3 or 5.
  • You and any migrating dependents must be living overseas (with the exception of any ACT-enrolled children).
  • Except for an Australian visitor visa, you are not permitted to hold any other Australian visa (or bridging visa).
  • You must have enough money to support your move and settlement in Canberra.

What is the Canberra Matrix?

The Canberra Matrix is a points-based system for assessing and ranking applicants for skilled migration nominations in the Australian Capital Territory (ACT). It oversees the skilled nomination process and selects qualified candidates to contribute to the Canberra region. This matrix is a merit-based assessment tool that allows you to receive points for your economic and social contributions to Canberra.

Submit SkillSelect’s Expression of Interest (EOI).

Before proceeding with the ACT nomination process, you must submit a valid Expression of Interest (EOI) through SkillSelect. The Department of Home Affairs Australia administers the Australian online application process. To be invited for a skilled visa, you must first submit an EOI. Without it, you cannot apply for an ACT nomination.

ACT Nomination 2024-25: Step-by-Step Application Process

Step 1: Check and meet the ACT nomination eligibility criteria.

First, review the ACT nomination eligibility criteria for 491 or 190 nominations for onshore and offshore applicants.

Note: For PhD Streamlined: Check eligibility criteria and complete the Canberra Matrix (no Matrix points required). You will receive an offer to apply for an ACT nomination within seven days.

Step 2: Register your interest in completing the Canberra Matrix.

Once you’ve determined your eligibility, fill out the Canberra Matrix to apply for an ACT nomination on your prior pathway. There may be separate matrices for Canberra residents and abroad applicants. You can check your score using the Matrix calculator.

Step 3: Apply for ACT nomination. If You Have Received an Invitation

When your Metrix is ranked, you will receive an email invitation that includes a link to the online application form. If you do not send it within 14 days, your invitation may expire.

Step 4: Application evaluation

Applications are handled in the order in which they were submitted. However, owing to personal reasons, some submissions will not be prioritized.

Step 5: Apply for ACT Nomination Visa.

After then, apply for the ACT nomination visa within 60 days, as the nomination will expire in two months.
