Job Title: Head of Monitoring, Evaluation and Learning (MEL)

The Opportunity
Evidence is the cornerstone of our work. We are seeking a strategic Head of Monitoring, Evaluation, and Learning to guide evidence generation across all projects and support organizational planning. You will ensure we have the right data, at the right time, and to the right standard to inform critical decisions. This senior leadership role requires deep expertise in change theory, MEL methodologies, and data systems management during a pivotal growth phase.
About the Role
Reporting to the Director of Organizational Effectiveness and serving on the Global Senior Management Team (SMT), you will lead our MEL team of one Manager and four Officers. You will strengthen our data systems, oversee external evaluations, and ensure our MEL efforts align perfectly with strategic goals. Collaboration is essential; you will work across departments to embed learning and evidence into everything we do.
Key Responsibilities
MEL Leadership & Strategy:
- Serve on the Senior Management Team, contributing to global strategy development.
- Lead the creation and refinement of theories of change and program design.
- Coach and develop the MEL team to deliver high-quality outputs and build capacity in government partners.
Technical Oversight & Systems:
- Ensure our MEL frameworks and theory of change are actively used and embedded organization-wide.
- Guide the development of new MEL processes, tools, and optimized data systems for visualization and reporting.
- Oversee the creation of robust data collection tools and the analysis of both quantitative and qualitative data.
Reporting & External Engagement:
- Work with Fundraising and Communications teams on proposals, donor reports, and publications.
- Commission and manage external impact evaluations, ensuring findings are shared internally and externally to strengthen our program and influence the sector.
Required Skills & Experience
Technical Abilities (Essential):
- Extensive experience in quantitative and qualitative research design, tool development, sampling, and analysis.
- Proven skill in setting up and using digital data collection platforms (e.g., Kobo Toolbox) for remote monitoring.
- Experience producing clear, engaging reports that visualize data for strategic decision-making by diverse audiences.
- Strong team management and coaching skills, including remote management.
- Experience in commissioning and managing external evaluators.
- A firm understanding of data safeguarding, ethics, and informed consent protocols.
- Advanced proficiency in Microsoft Excel.
Desirable Attributes:
- Familiarity with data analysis software (R, Python, AI tools) and the international education/ECD sector.
- Experience working in Sub-Saharan Africa.
