Job Title: ICT Senior Officer

Organizational Context

UNOPS has entered a Financial Agreement with the UN Office at Geneva’s (UNOG) Division of Administration to deliver vital data and reporting services. The Information and Communication Technology Service (ICTS) team develops and maintains sophisticated data analytics tools that streamline processes and support decision-making for UNOG’s administrative and substantive programs. Within ICTS, the Product Management Unit is tasked with delivering innovative, best-in-class IT solutions for the United Nations.

Role Purpose

The ICT Senior Officer – Data Architect and Developer directly impacts the quality and delivery of ICT services for UNOG. This role ensures the implementation of proper processes and methodologies aligned with the latest industry standards. The incumbent is responsible for aligning all technical activities with overall business targets and UN policies, rules, and regulations.

Key Functions & Responsibilities

This senior role encompasses business analysis, development, and ongoing system support, structured across three core areas:

1. Business and Systems Analysis

Implement and monitor projects involving feasibility studies and the analysis and improvement of data systems.
Assist clients by analyzing their requirements and translating these needs into new data and analytics products.
Evaluate emerging technologies and provide recommendations for their deployment.
Contribute to the creation of detailed system specifications and user documentation.

2. Development and Quality Assurance Support

Organize and conduct unit and integrated testing, designing comprehensive test bases.
Develop data models, databases, data warehouses, and tools for data integration from multiple sources.
Design and implement efficient ETL (Extract, Transform, Load) processes.
Maintain, upgrade, and enhance existing systems, providing expert troubleshooting and user support.
Ensure robust data security and appropriate access controls.
Create data visualizations and reports using various Business Intelligence and reporting tools.

3. Documentation, Training, Maintenance and Support

Develop training materials, operating manuals, and user guides.
Train staff on assigned systems and contribute to disaster recovery planning.
Perform other relevant duties as assigned within the scope of work.

Education & Certification Requirements

Required:

A first-level university degree (Bachelor’s) in Computer Science, Engineering, or a related field plus 4 years of relevant experience, OR
An advanced university degree (Master’s) in a related field plus 2 years of relevant experience.

Desired:

ITIL Foundation certification.
PRINCE2 Foundation certification.

Experience Requirements

Required Experience:

Relevant professional experience in database design, development, and maintenance using MS SQL Server, MongoDB, MySQL, or PostgreSQL.
Hands-on experience in ETL design and development.
Practical experience with at least one major data visualization tool (e.g., Power BI, Qlik, Tableau).

Desired Experience:

Experience in data warehouse architecture and design.
Development experience with .Net and/or Python.
Experience using APIs for data extraction.
Familiarity with Cloud computing platforms and services (e.g., Azure, AWS) in areas like AI/ML, Data Solutions, or DevOps.
