POSITION: Monitoring and Evaluation Specialist, USAID/Ghana Mission (Consultant)
ZemiTek is currently managing an Institutional Support Mechanism for USAID/Ghana under which they are seeking surge support staff (as temporary duty (TDY) personnel or as an independent consultant) for a minimum of six (6) months, with the option of working remotely, to support USAID/Ghana’s Education Office with the activity designs and M&E responsibilities.
The primary duty of the surge support staff will be to assist the Mission in carrying out M&E duties and to complete the designs of the three EDU activities, i.e.., Education Government-to-Government Accountability agreement, Education Accountability Technical Assistance agreement, and the Low-Cost Private Schools activity.
Responsibilities
- Monitor and communicate progress toward achievement of planned results for the USAID Partnership for Education (“Learning”) project
- Coordinate and conduct performance monitoring of implementation within the USAID Partnership for Education project
- Coordinate and conduct semi-annual and annual reporting and review processes.
- Communicate relevant education news and activity success stories to the Mission and beyond
- Strengthen monitoring and knowledge management practices of project activities for the USAID/Ghana Education Office and implementing partners
- Contribute to the development of the Mission MEL Platform, including accompanying SOW
- Collaborate with implementing partners to ensure effective reporting data quality
- Contribute to the ongoing development of the Education Office’s Accountability Activity
- Develop custom indicators and other metrics for measuring education behaviors under the activity designs
- Compiling weekly highlights for senior staff reporting
- Revising the Front Office-EDU agenda and its inputs
- Reviewing the impact evaluation progress report
- Reviewing the Learning activity’s AMELP
- Developing a behavioral summary for our activity designs
- Offering or opining on the proper indicators to use for our activity designs
- Serving as a member of the design team for youth programming
- Liaising with USAID/West Africa and EDU on the assessment and remediation of education facilities originally constructed with USAID funds
Qualifications
- Minimum of a master’s degree in international education, education policy, and planning, education administration, economics, or related field and three (3) years relevant work experience.
- Monitoring and evaluation experience required with an education focus preferred
- Knowledge of Ghana and Ghana’s education system and education accountability issues.
- Familiarity with USAID’s activity design process and current trends in M&E within USAID
- Ability or experience in communicating and documenting USAID’s impact on education
