POSITION: Programme Officer

Job Summary

Under the supervision of the Senior Field Programme Officer, you will work in close functional contact with the Technical Cooperation Programme unit at FAO headquarters. Your role focuses on supporting the overall field programme through timely approval and maximum delivery of TCP regional allocations. You will ensure these resources fund demand driven, strategic, and catalytic technical assistance interventions. Additionally, you will support implementation and monitoring of TCPs across the RAF region, contributing to resource mobilization and partnership development aligned with Country Programming Frameworks and the FAO Strategic Framework.

What You Will Do

Your responsibilities span programme management, monitoring, reporting, and partnership development. Here is a detailed look at your key functions:

Manage TCP Allocations and Pipeline

  • You will act as the focal point for requests from decentralized offices, providing guidance on approval criteria, standards, and policies governing the TCP.
  • Monitoring the effective commitment of the regional allocation allows you to alert leadership to risks of over or under commitment. You propose corrective measures and methodologies for managing the allocation as needed.
  • Managing and monitoring the TCP pipeline for countries across the region ensures a steady flow of impactful projects.

Prepare Reports and Briefings

  • You will prepare regular and ad hoc reports on the commitment of the regional TCP allocation and any problems encountered.
  • Keeping FAO Representatives and Subregional Coordinators informed of pipeline status and funding possibilities supports their planning efforts.
  • Receiving requests for TCP assistance, analyzing approved projects, and pipeline capacity helps you determine feasibility and communicate outcomes.

Process Requests and Oversee Information Management

  • You will analyze and process requests for budget revisions, ensuring accuracy and compliance.
  • Overseeing information management related to TCP includes supervising staff responsible for data entry into the Field Programme Management Information System.

Monitor Implementation and Ensure Compliance

  • You will contribute to corporate monitoring of TCP project implementation, focusing on adherence to standards and policies and achievement of stated results.
  • Liaising with the Senior TCP Officer on day to day operational matters ensures a standardized approach across regions.
  • Acting as Secretary for the regional TCP Peer Review Committee supports governance and accountability.

Support Prioritization and Formulation

  • As requested, you will participate in and provide support to the process of prioritizing and formulating regional projects. Your input ensures alignment with strategic goals.

Specific Functions

  • You will manage regional TCP resources efficiently and effectively, ensuring every dollar contributes to our mission.
  • Ensuring all TCP proposals adhere to criteria, including strategic use and contribution to regional priorities, maintains quality and impact.
  • Supporting formulators with quality assurance and adherence to policies ensures strong proposals reach the approval stage.
  • Advising TCP formulators on facilitating catalytic effects and potential for upscaling maximizes long term impact.
  • Leading TCP outreach activities showcases results as a tool for resource mobilization.
  • Contributing to resource mobilization strategies takes into account the catalytic effects of TCPs.
  • Promoting strategic partnerships with potential resource partners explores funding opportunities following TCP results.
  • Facilitating capacity development efforts supports staff across all locations with regard to TCPs.
  • Collaborating closely with the Project Support Services Division on corporate operational and policy matters ensures alignment.
  • Providing quarterly regional reports on TCP projects needing management action supports timely interventions.
  • Contributing to the design and delivery of training workshops on project management, monitoring, and reporting builds capacity across the region.

What You Bring to the Role

Minimum Requirements

  • You hold an advanced university degree (Master’s or equivalent) in economics, social sciences, or other fields related to FAO’s mandate.
  • Seven years of relevant experience in project and programme management, including formulation, appraisal, implementation, or monitoring of field projects in developing countries.
  • Working knowledge (proficiency Level C) of English and intermediate knowledge (Level B) of another official FAO language (Arabic, Chinese, French, Russian, or Spanish).

  • Experience with project or programme operational and results monitoring ensures accountability.
  • Ability to write clear and concise analytical reports for management supports informed decision making.
  • Extent and relevance of experience with Excel and corporate databases enhances efficiency. Knowledge of FAO’s Field Programme Management Information System is an advantage.
  • Ability to provide guidance and advice with a client oriented approach builds trust and effectiveness.
  • Project management certification is considered a strong asset.
  • Intermediate knowledge (Level B) of French is desirable.
