Job Title: Director, Finance and Administration Directorate
Position
The Nuclear Regulatory Authority, Ghana, acting upon the directives of its Governing Board, invites applications from suitably qualified and experienced professionals for the position of Director, Finance and Administration Directorate. This is a top-tier executive leadership role within a critical regulatory institution. Consequently, we seek a strategic and results-driven leader to oversee the financial integrity and administrative excellence of the Authority.
Key Responsibilities
As the Director, you will provide comprehensive leadership across both financial and administrative domains. Your core duties will include the following:
- Strategic Leadership and Planning: You will lead the development and execution of the Directorate’s strategic plans and annual operational plans. Furthermore, you must ensure complete alignment with the Authority’s overall objectives and regulatory mandate.
- Budget Management and Compliance: A primary responsibility involves directing the preparation, implementation, and rigorous monitoring of the Authority’s budget. You will operate in strict compliance with Ghana’s public financial management laws and regulations.
- Financial Integrity and Systems Control: You will ensure absolute financial integrity, accountability, and prudent management of all public funds. Additionally, you must establish and maintain robust financial systems, internal controls, and reporting frameworks in line with the Public Financial Management Act.
- Reporting and Audit Oversight: You will oversee the timely preparation and audit of annual financial statements and all statutory reports for both management and regulatory review.
- Human Resource and Administration Management: You will provide strategic leadership in human resource management, including policy formulation, performance management, and employee relations. Moreover, you will supervise all administration functions such as facilities management, logistics, and general office operations to ensure optimal efficiency.
- Financial Operations and Collaboration: Managing banking arrangements, receipts, disbursements, and accounting systems is essential to maintain transparency and operational continuity. You will also collaborate with technical Directorates to review fees, charges, and cost structures to enhance financial sustainability and service delivery
- Team Leadership and Development: You will lead, supervise, and appraise Directorate staff, fostering a culture of high performance, accountability, and continuous professional development.
Required Qualifications and Experience
Candidates must firmly meet the following stringent criteria:
- A minimum of a Master’s Degree in Finance, Business Administration, or a directly relevant field from an accredited institution.
- Must be a member in good standing of a recognized professional body such as ICA, ACCA, CIMA, or CIHRM.
- At least nine years of combined relevant professional experience, with no less than four years at a senior management level within a similar regulatory, public sector, or highly structured organization.
- Must not hold a rank below that of a Principal Accountant or a Principal Administrative Officer.
- Proven attendance in recognized senior management development programs.
- Furthermore, demonstrated strategic vision, impeccable integrity, and a track record of effective public financial management are non-negotiable.
Terms of Appointment: This appointment is for an initial five-year term and may be eligible for renewal for one additional term based on performance.
Importantly, applicants must be able to commit to and serve a full five-year term.
Location: This executive position is based at the Authority’s headquarters in Kwabenya, Accra.
