Technical Advisor – M&E and Knowledge Management at GIZ Ghana

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) – is a public-benefit federal enterprise working in more than 100 countries worldwide. We work for the German government and help public and private clients in a wide range of areas, such as economic development and employment, energy and the environment, and peace and security.

Our activities focus on three priority areas: Energy and Climate, which deals with renewable energy and energy efficiency; Training and Sustainable Growth for Decent Jobs; and Peaceful and Inclusive Societies, which focuses on good governance.

Project Summary:

The Support to the Private and Financial Sector Programme was given a three-year contract in January 2023. The goal of the program is to help MSMEs in five parts of Ghana find more jobs (Greater Accra, Ashanti, Bono, Bono East and Ahafo).

It has five results: support for financial services, services for micro, small, and medium-sized enterprises (MSMEs), employment services for returnees and migrants, measures for a green economy, and a base for making vaccines. The people who will benefit are the owners and employees of both informal and formal MSMEs with one to thirty workers in the manufacturing and service sectors.

Meaning of Role:

  • The Technical Advisor for M&E and Knowledge Management will be in charge of setting up a results-based monitoring and evaluation system for the program. This will help monitor and report on the project’s impact, results, indicator targets, and cross-cutting issues related to gender and inclusion.
  • He or she will also help set up systems and procedures for managing knowledge. He or she will also write regular monitoring reports for project management.

Tasks:

  • Set up a monitoring system that is based on results and make sure that data and other information needed to keep track of how the project is being done is collected regularly and in a systematic way.
  • Processing and analyzing data and writing a monitoring and evaluation report for the project management team every quarter and once a year.
  • Plan and visit project sites and partners on a regular basis, working with Technical Advisors and Project Partners to make sure the monitoring systems are working well and that the data collected is a good reflection of what is happening on the ground.
  • Review and update the M&E tools on a regular basis, and take part in the M&E working group at the Cluster level.
  • Make sure that reports on project/program activities are sent to the Documents Management Systems and are written down (DMS).
  • Make tools and plans for collecting and managing data.
  • Help with all project tasks that have to do with knowledge management.

Needed Qualifications and Experience

  • An advanced university degree in statistics, monitoring and evaluation, demographics, public policy, international development, economics, or a related field.
  • Work experience in a similar position in the field of monitoring and evaluation, knowledge management, and cross-cutting issues (such as gender, the environment, and inclusion) in a development organization.
  • Familiarity with results-based M&E, reporting, and managing knowledge.
  • Knowledge of how to collect data, analyze statistics, do research, and share the results.
  • A good understanding of cross-cutting issues, especially gender, inclusion, do-no-harm approaches, and green themes.
  • Know how to use statistical software packages that are often used to analyze data.
  • Good skills in marketing, public relations, and talking to people.
  • Know how to speak English well. Knowing other local languages or German would be a plus.
