Job Description

POSITION: CHIEF OF PARTY, AGREE

Cooperative for Assistance and Relief Everywhere (CARE), Inc. doing business as CARE International in Ghana is seeking a talented, highly motivated, and resourceful, Chief of Party (COP) for the USAID/Feed the Future – Agriculture Governance Resilience and Economic Empowerment (AGREE) Activity.

The successful candidate will manage and oversee all contract management and implementation tasks based on established USG regulations, procedures, and CARE guidelines; and lead her/his/their team to provide effective coordination between and guidance to implementing partners, regional and district governments, project participants, and other key stakeholders.

The AGREE Activity is a multi-faceted and integrated program of sub-initiatives implementing gender-responsive approaches and initiatives in agricultural governance and value chain and contributing to conflict resolution and peacebuilding in 31 districts of the 05 northern regions of Ghana.

The Activity began in March 2016 as the Northern Ghana Governance Project (NGGP) and is scheduled to end in February 2026.  The Activity aligns with the objectives of USAID’s Country Development and Cooperation Strategy for Ghana to ensure: 1) strengthened responsive, democratic governance; and 2) sustainable and broad economic growth.

The COP will be based in Tamale in the Northern Region and will be required to travel domestically at least 30% of the time.

CANDIDATE PROFILE

The AGREE COP is a highly qualified team leader with excellent strategic thinking, problem-solving, and negotiating skills capable of convening and facilitating the participation of multiple partners and other stakeholders in complex, and sometimes politically sensitive governance and conflict resolution initiatives.

  • S/he has in-depth knowledge and understanding of the governance of the agriculture sector in the northern regions of Ghana, and of the history and impact of conflict on the development of the area.
  • S/he has practical experience leading approaches to strengthen women’s voice and leadership across multiple sectors.
  • S/he provides technical direction to the project team; ensures timely delivery of the work plan, and reports results to the donor.
  • S/he maintains proactive communication with the donor and partners; liaises with all relevant government and civil society actors; and ensures the capitalization of project lessons and best practices to demonstrate the sustainable impact of the project.

RESPONSIBILITIES

  • Lead, manage, inspire, coach, and mentor the project team to excel and achieve the objectives of the project and contribute to CARE’s mission and vision.
  • Proactively foster a team culture based on mutual respect and accountability and commitment to upholding CARE’s core values.
  • Adaptive program management and quality assurance
  • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with donor guidelines and within set timelines to achieve objectives.
  • Generate value for money through cost-effective and efficient project activities.
  • Ensure quality control and provide overall technical and management leadership under the award; adjust programs and operations in response to donor technical direction.

Donor award management

  • Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with the scope and budget allocations, internal policies, and donor regulations.
  • Coordinate engagement with and support from CARE country office and HQ operations and finance departments.

Donor relations, representation, and other duties

  • Maintain positive relationships with the donor, local authorities, civil society, participating communities, and the media.
  • Enhance the visibility of USAID in accordance with the donor-approved branding and marking guidelines.
  • Enhance the visibility of CARE’s and AGREE’s contribution to national dialogues on democracy and governance, peace and conflict, women’s voice and leadership, and related issues.

MINIMUM REQUIREMENTS

  • Extensive knowledge and understanding of the development challenges and opportunities in northern Ghana.
  • Sector-specific knowledge and expertise in agriculture policy, gender and women’s empowerment, institutional capacity building, and systems strengthening.
  • Knowledge of Ghana’s decentralization policies and programs, as well as USAID/Ghana’s Country Development Cooperation Strategy (CDCS) and strategy for Democracy, Human Rights, and Governance (DRG).

Required Skills

  • In-depth knowledge of USAID policies and regulations.
  • Extensive knowledge and understanding of the development challenges and opportunities in northern Ghana.
  • Sector-specific knowledge and expertise in agriculture policy, gender and women’s empowerment, institutional capacity building, and systems strengthening.
  • Knowledge of Ghana’s decentralization policies and programs, as well as USAID/Ghana’s Country Development Cooperation Strategy (CDCS) and strategy for Democracy, Human Rights, and Governance (DRG).

Qualification And Experience

  • Master’s degree or higher in a field related to democracy and governance, political science, or another relevant social science discipline.
  • Training in / knowledge of agricultural policy, agribusiness, or advocacy is desirable
  • Minimum of ten (10) years in the areas of democracy and governance, decentralization, local government, and private sector engagement, successfully achieving meaningful and sustainable results.
  • At least four (4) of those years in senior leadership with proven success in people and management.
  • At least seven (7) years of experience in managing medium-to-large donor-funded programs and working with counterparts at various levels of government, as well as with non-government organizations (including private sector associations/organizations) in managing international development assistance activities.
