- GPA requirement: Recipients must maintain a minimum GPA of 2.75 (undergraduate) or 3.0 (graduate) throughout the award duration.
- Course load requirement: It is necessary to be enrolled as a full-time student unless given permission by an international student adviser in the Office of International Student and Scholar Services to take a lower number of courses.

- Undergraduate students are required to take 12 credits per term.
- Graduate students are required to take 9 credits per term.

- Participants must be enrolled at Portland State University (PSU) as either undergraduate students (with a status of at least sophomore), post-baccalaureate students, or graduate students.
- Possess a minimum of one term of university study (for undergraduate transfer students) or three terms of study (for all other students) at PSU.
- Ensure that you maintain the minimal GPA that is necessary:
- Undergraduate: GPA of 2.75
- Graduate with a grade point average of 3.00.
- Ensure that you have well-defined objectives for your degree and consistently show adequate advancement to successfully complete your program.

- Enrollment at another institution permitted by USCIS is permissible.
- Students who have English as a Second Language (ESL) limitations are not eligible until they satisfy the requirements for English Language Proficiency. Pathway students are eligible to apply if they have completed a term that includes all required academic and major courses at PSU.
Disqualified candidates:
- Individuals who are U.S. citizens, resident aliens, or eligible for U.S. Federal Financial Aid.
Students who are eligible for and paying the lower tuition rate offered to residents of the state. - Individuals who get additional forms of fee remission awards, such as graduate assistantships, ICSP, and certain Employment Authorization Documents.
