Spain’s Updated Non-Working Residence Visa Rules Take Effect July 2025

Exciting changes are coming for those seeking a Non-Working Residence Visa in Spain! Starting July 24, 2025, the General Consulate of Spain in Melbourne will implement new rules. These updates streamline the application process while emphasizing the need for in-person appointments, accurate documentation, and clear timelines for all applicants, including dependents.

This long-term visa allows foreign nationals to live in Spain without engaging in work. It is ideal for retirees, digital nomads with passive income, and anyone wanting to enjoy Spain’s beautiful cities and countryside. Family members can also join under similar conditions.

What’s New in the Application Process?

The updated application process consists of three essential steps:

1. Appointment Request by Email Only

No walk-ins are allowed. Applicants must email their appointment requests to cog.melbourne.visappt@maec.es, including their full name, nationality, and visa type. Appointments are first-come, first-served, so it’s wise to book early—two months in advance for Schengen visas and three months for national visas, including the Non-Working Residence Visa.

2. In-Person Application Submission

After securing an appointment, applicants must visit the Spanish Consulate at Level 7, 564 St. Kilda Road, Melbourne VIC 3004. Bring all required documents.

  • Schengen Visa Appointments: Tuesdays and Thursdays
  • National Visa Appointments: Fridays
  • Visa Submission Hours: 10:00 AM – 1:00 PM

Only cash and money orders are accepted for visa fees.

3. Document Collection

Applicants must collect their passports and documents in person. Mail returns are not available. Collection times align with appointment days and do not require separate appointments.

Non-Working Residence Visa

This visa allows individuals to live in Spain legally without the right to work. To qualify, applicants must prove financial self-sufficiency by showing income or assets of at least 400% of Spain’s Public Multiple Effects Income Indicator (IPREM) for themselves, and 100% of IPREM for each dependent. Health insurance and background checks are also mandatory.

Who Can Apply Alongside You?

Eligible family members include:

  • Spouse or registered/unregistered partner
  • Dependent children
  • Dependent parents

Each family member must submit a complete application, including proof of their relationship and financial dependence.

Essential Documentation Checklist

Prepare the following documents:

  • Completed National Visa Form and EX-01 Form
  • Passport (valid for at least one year, issued in the last 10 years)
  • Recent passport-sized photo
  • Proof of financial means
  • Comprehensive Spanish health insurance policy
  • Criminal record certificate for the past five years (translated & apostilled)
  • Medical certificate confirming no communicable diseases
  • Proof of local residency (within select Australian states)
  • Form 790 Code 052 for residence permit fee payment
  • Visa fees total approximately $488, but rates may vary by country.

Processing Timeline and Outcome

The standard processing time is three months, though it may extend for interviews or additional documentation. Applicants receive a tracking code to monitor their application online. Approved visas are valid for 90 days, during which applicants must enter Spain and apply for their Foreigner Identity Card.

If denied, the Consulate will provide a written explanation, and appeals can be filed within one to two months.

A Strategic Move for Spain?

These streamlined policies reflect Spain’s efforts to attract lifestyle-driven migrants while maintaining immigration control. With its pleasant climate, excellent healthcare, and rich culture, the Non-Working Residence Visa is becoming increasingly popular. Prospective applicants should act quickly to ensure their documentation is accurate and complete. While Spain may not offer employment, it promises a vibrant lifestyle.
