Types of Permits

This new system offers two primary permit types:

Permit validity ranges from one to five years. However, top-tier talent—such as overseas graduates working in key areas like Lingang New Area, Zhangjiang Science City, or Hongqiao International CBD—can secure permits valid for up to ten years.

How to Apply

The application process is straightforward, conducted entirely online through Shanghai’s “One-Stop Service” platform. The Municipal Talent Affairs Bureau evaluates applications within five business days. Once approved, applicants receive their electronic residence permit from the Municipal Public Security Bureau within ten business days. These digital permits are integrated into Shanghai’s unified electronic credential system, holding the same legal status as traditional cards.

Reporting and Renewal Rules

Employers are required to report any employee resignations or changes in work details within 30 days, using the online platform. Renewal applications should be submitted at least 30 days prior to the permit’s expiration, and replacements can be requested if a permit is lost or destroyed.
